TREASURER’S REPORT

Cele Westlake reviewed the Statement of Assessments and Expenses forms. 3 Accounts: Insurance, Operations, and Reserve. Cele suggested we keep dues at $375 for this coming year. Our reserve account will start to build back up now that painting is done.

LANDSCAPING REPORT

Bruce Janicula gave an overview of 2022

● Some complaints about the trimming: talk to Bruce

● New landscaping crew significant cost saving/ gave us additional service/ same number of weeks/ they’ve put in lots of extra effort

● Increase in pruning

Bruce gave an explanation of the Wetlands Area Native Growth Protection Easement (NGPE) management plan in accordance with the city. Bruce contacted a representative from the City of Anacortes, and they walked the area. What’s in the wetlands area stays in the wetlands area. No introduction of materials from homeowners (bird feeders, pots, plants). We can take out blackberries and other plants that are invasive. A handout about wetlands area is on our website. Discussion of boundaries of buffer and wetlands.

Discussion of what insecticide is sprayed on the grass. A homeowner had concerns about insecticides and fertilizers and requested a list of what’s being used to eliminate moss and insects like wasps. The board will look into this. Lynda did research and all insecticides are monitored so didn’t feel any concerns.

Kippy Standberg is concerned about a tree in the wetlands that could potentially fall on her house. Bruce feels the city won’t allow cutting of tree.

Bruce looked into hand mowing the lawn and the cost was prohibitive.

2023 BUDGET PROPOSAL

Cele provided a copy of the 2023 budget in the packet. Discussion of upcoming year’s budget on what can come out of reserve: long-term improvements such as painting, sprinklers, roofs. Other expenses come out of operations. We discussed earthquake insurance and decided it is vital.

Reserve account for Y/E 2022 ended at $31,787.78 and we are anticipating Y/E 2023 to be 55,750.

A homeowner questioned the need to replace the fence because shrubbery covers most of the fence. Art explained it provides security and needs to be replaced.

Doug Winge was concerned about future costs of roof replacement and feels dues should be raised to $400. Art felt that the board promised dues wouldn’t be raised this year, and we need to honor our promise. A discussion of ways to add money to the reserve fund to have enough money for future and avoid special assessments.

Lexie Lamborn moved to accept the 2023 Budget. Motion was seconded and passed 17-1.

NEW BUSINESS

  • Fiber optics are coming down Cedar Springs Lane
  • Some members voiced concerns about stolen mail. Individuals may purchase and install their own locking mailboxes if they look similar to current mailboxes. Cluster mailboxes are too expensive.
  • Discussion of whether an audit is needed. A motion made  to forego an audit this year. Seconded and passed 18-no / 3-yes

THANK YOUS

  • Simone for bringing goodies
  • Bruce for all his hard work on the landscaping
  • Board for all their time and effort

○      Call from Diane Laiche,1806 Lane re: fence privacy. New fence has more exposure. Bruce explained the process of installing the fence.

○      Email from Monica Kezar, 1803 Lane re: wood rot inspection

■      Discussion of wood rot at 1803 Cedar Springs Lane. Mold inspection showed no rot or mold.

■      Discussion of deck repairs and what the HOA is responsible for. Bruce recommends that decks are the HOA responsibility for repairs only if decks were original. If a homeowner adds a deck, then it’s the responsibility of the homeowner. We need a way to keep up with additions that owners are responsible for. If homeowners want to make changes or additions, they must get permission from the board. Suzanne can keep a database of improvements. Concrete on patios has been replaced by HOA. We need a policy or addenda to the CCRs.

○      2022.08 Budget

○      Activities are below budget. We are planning another HOA gathering

○      Painting was over budget, but we shifted some funds around

○      Reserve study was $450 instead of $350

●      Landscape Report -  Presented by Donna for Bruce Janicula

○      Sprinkler System: replacement of broken heads, replacement of bad solenoid, and the continuation of upgrading the system

○      Shrubs: removal of overgrown shrubs and bushes by the first set of mailboxes on Cedar Springs Lane. Area was very overgrown and everything was growing together. Now there is more definition to the area

○      Pathway: Special attention was given to this area and the growth along it. This is an ongoing issue and will be given more attention in the future

○      Fence/Tree Removal All parties involved ( tree removal and fence replacement) are set for this project to move forward. The date for completion is by the end of October. This is a 5" chain link fence as previously approved

○      New Business: After all expenses (painting-fence-and tree removal), we will have approximately $3,700 left over from these scheduled and approved expenses of $59,930. Since the money we will be spending on actual tree work is less than expected, I am asking to be able to use the remaining dollars. We do have more trimming of trees that is needed and this will go a long way in helping out. The reason I'm asking is because this money is not part of my original budget but part of the reserve study. I might note that this money was already anticipated in being spent, so no new additional funds are being requested.

○      Remaining funds: Board oks Bruce to spend it on landscaping projects

●      Unfinished Business

○      Reserve study

○      North Property Fence: Bruce & Art

■      See Minutes  from Special Meeting on 08.16

■      Completion expected end of October

○      Window Frames/Wood rot survey: Art

■      Report from HMC . We’d like to move forward with this. Donna will get an estimate and ask for prioritizing and a time frame for completion. Paul S indicated we have money allocated in the reserve study. That’s what we’ve done in the past.

○      New Gutter Work: Art/ Donna

■      3 properties were taken care of in the past 2 weeks and 2 were done recently. Waiting on invoices. $1795.20 for the 3 already done. These are for new downspouts. HMC Paul S stated this is an ongoing issue that has been addressed before.

○      Gravel/Rocks: This has been addressed and corrected.

●      New Business

○      Parking: Reminder to park in the garage if possible at night per C&R 11.2 page 11.

○      Simone proposed another social since we have left over monies. Maybe the first week in December, perhaps Parade Day. Could have it at Windermere.

○      Landscaping issues: some shrubs were trimmed and buds were cut off. Timing is not consistent. They are great workers, but untrained and maybe too fast. Bruce will talk to landscaper.

○      Annual Meeting Feb 18 10:00 at Windermere

○      Next Meeting Scheduled: October 26 4 PM at Windermere

○      Budget Meeting: Wednesday, Nov 30 4 PM

●      Meeting adjourned 4:14
