Cedar Springs HOA Board Minutes - August 10, 2023

○ Presentation and discussion of how AllServe cleans roofs, including methods and chemicals. ● Approval of minutes from July 27, 2023 meeting.

○ Discussion/Vote : Board approved minutes 4-0, motion by Cele, second by Simone

●  President’s Report

  • ○  Board discussion on how to proceed to clear roofs & gutters at 1809/11, 1813/15 and 1907/9 Cedar Spring Lane. Board considered bids by Bell Roof Repair @ $4,539.48 and Good Guys @ $4,900 for all three buildings, with a more substantial cleaning at 1907/07. After considerable discussion, Board voted to ask AllServ to handle cleaning at a price not to exceed $5,000. Art contacted Hayden at AllServe who, via text msg, bid $4,650 plus tax. Board approved that price on a motion by Cele, seconded by Simone.

  • ○  Board asked Donna call Joe Connolly to schedule gutter cleaning and moss prevention at a later date.

○ CD Investment Update – Cele reported our bank, Heritage Bank, requires Meeting minutes to reflect investment CD at current rates and conditions. Board approved motion to move $25,000 from our Reserve Account to a Certificate of Deposit at 4.25 percent for a period of eleven months. Motion by Cele, seconded by Simone was approved.

● Landscape Report

○ Bruce requested additional funds to complete long-term sprinkler upgrade with the replacement of 55 sprinklers at a cost of $1500-$1600. Board approved. This completes our action to upgrade all sprinklers.

      Minutes approved Moved by Cele and Seconded Simone. Motion passed.

      Discussion of minutes

      Alec from Good Guys Roofing Presentation and estimate for 1811-12, 1813-14, 1907-09 Cedar Springs Ln for a thorough cleaning and moss treatment. Recommends this for extending life of roof and preventing moss. Discussed type of treatment used and effects of runoff on plants and pets. Cleaning once, then treatment once a year–$100-$150 per building. Can also do gutters at the same time. Gutters around $200-$250. He can give estimates for all gutters.

      Dryer Vents replace and reconnect by JD Painting for $271.75. Moved and seconded. Motion approved.

      Window Repairs: JIm Dorris (JD Painting) and HMC. Motion to accept JD Painting bid, Kippy moved, Bruce seconded. Discussion that JD Paint hasn’t started other work we approved. $3285.76. Motion passed.

      Community Picnic: August 12. 3pm. Lots of people coming.

      Pressure Washing Driveways: Collected quotes from 3 places. Contact Simone if you are interested in having your driveway done.

      Bruce requested that anything posted to the blog also be posted to the portal. Also requested updated owners and renters rosters be posted in the portal. Also discussed the architectural review be available to each owner. Fee for auto payment in the Windermere Appfolio portal discussed Include in House Rules that anything considered by board be presented in written form. Request for work to be done must be in written form through the portal. Art will re-work House Rules and Helpful Things to Know documents for posting on Windermere portal.

    • ○  Long term: Consider for the HOA, in the future, to be responsible for all dryer vent

      cleaning every other year, as a fire safety issue. Out of 28, only 15 have been done, that

      we know of. Found some on a walkabout that had lint. Propose for next year’s budget.

    • ○  Updated report shows we will have $55,000 in reserve as it stands now. We started with 31K. We have sufficient funds to cover the repairs. We have 6k that is budgeted, but not yet spent. Some of these repairs can come out of building.

    • ○  Motion: Moved to use building maintenance funds to accomplish what’s already in the budget and use Reserve Account funds for the emergency safety measures we need to do. Motion carried.

    ○ Repairs

    • Motion to use Reserve account to repair window frames in 4 units (1802, 1804,

      1806, & 1808 Cedar Springs Lane), and have Donna check with HMC and Jim Dorris for pricing and go ahead with doing this. Rotting wood around the front windows at 1802, 1804, 1806, & 1808 Cedar Springs Lane - identified by HMC and our June 2 walkaround. Moved by Cele, seconded by Kippy.

    • Motion by Cele to hire Jim Dorris to fix all listed safety issues including steps on 1813, dryer vents, handrails and advise us of any other safety issues he sees. Seconded. Repair soft or loose deck handrailing at 1807, 1809, 1815, 1817 Cedar Springs Lane to fix safety issues. 1813 39th Ct. also needs steps and handrails. Broken vents 1803, 1806 Lane. Motion passed.

○ Other Repairs:

  • Clean clogged gutters and downspouts and remove roof dam at 1909 Cedar

    Springs Lane to prevent more serious damage to building.

  • Moss on roofs

  • Repair stairs at 1813 39th Court to save the deck and steps.

  • Donna will collect bids to have moss on roofs removed and then clean those

gutters and downspouts that need cleaning.

  • ●  Suzanne made a motion to send out a memo to remind homeowners that summer is a good time to have decks, driveways, patios, walks power washed. This helps keep your HOA dues down as the HOA is responsible for future repairs. Kippy second.

    • ○  Decided to postpone or review later this summer the deck fascia repairs at 1801, 1803, 1805, 1807, 1809, & 1815 Cedar Springs Lane and 1813 39th Court

    • ○  Discussed investing limited Reserve Account funds in CD. Joan made motion to move HOA 25K from reserve to 11-month CD at least earning 4% at Heritage Bank. Seconded by Art. Motion passed.

    • ○  Discussed 1802 Cedar Springs Ln. Potential water intrusion. There’s confusion over if it’s the HOA or homeowner’s responsibility. In the past, the HOA has indicated it’s the homeowner’s responsibility.

Cedar Springs HOA Board Meeting Minutes May 25, 2023

·       Approval of prior mtg minutes, Simone called for approval of minutes, Bruce seconds, minutes approved 

President’s Report: 

·       Dryer Vent Cleaning – We just completed what I’d call a co-op venture to clean dryer vents. Lexie Lamborn solicited and rounded up 14 owners who agreed to pay $89 each for dryer vent cleaning. Lexie said she paid $39 five years ago, then paid $69, and now $89. One owner reported paying $150 for dryer vent cleaning a month ahead of this cleaning.

·       The dryer vent vendor found some vent flaps stuck together with paint and pulled them apart. Art is thinking maybe someone comes out to look at all of the dryer vents because of the fire hazard. Donna and Art will find a vendor to check all vents.

·       The board voted to get a second estimate to fix windows and deck fascia which HMC indicated could cost $1500 each to repair. Again Art & Donna will meet with another vendor to review all decks, including the repairs HMC said were needed.

·       Board discussed responsibility for maintaining decks, railings and seating added to railings after original construction. Bruce suggested that the Association be responsible for railings and seating added to decks. He suggested further that owners of decks that have been upgraded or modified from the original will be responsible for maintenance of those decks. Bruce suggested that decks that have been upgraded will be registered in individual Architectural Review statements to be filed in Windermere’s portal.

·       Kippy moved that the Association take on the responsibility for maintenance of railings and seating that have been added to original decks. This leaves out Association maintenance for those decks that have been upgraded. The board approved Kippy’s motion. Until now, the Association was only responsible for decks, not any added railings. 

·       Bruce introduced an Architectural Review Request sample form. At Bruce’s request, the Board adopted the form, which will be used to register owner modifications to original construction. Bruce & Kippy agreed to initiate use of the forms. Windermere staff this meeting agreed to add a rule to the House Rules to implement this project.

·       Art reports that Ziply Fiber has wired the street, ready to bring 2Gig fiber to any home on the south side of the street; if you’re on the north side of the street, they may use telephone wire for 1Gig service. Art has Ziply Fiber - it’s 1G and works great, Cele asked about 39th Court, but Art doesn’t know the status (Bruce suggested maybe because it’s a private road).

Association Management’s report:

·       1802 Lane. Kippy’s vent in bathroom was leaking, and it was fixed just recently. Bruce expressed concern that Bell Roofing’s estimates for fixing leaks. repairs is similar every time. Bruce did not think Association Mgmt had authority to ask Bell to fix this (the bill was $1,400), but needed Board approval. Art, as President, approved the repairs.

Landscape Report (Bruce)

·       Bruce shared a Landscape Report. Mulching has been completed on the 39th Court side. Two large cedar trees were removed on the Court side as a preventative action. Stump grinding was complete where two cedar trees were removed, plus one additional stump removed on Cedar Springs Lane. Six shrubs were removed. Ten new shrubs were planted to fill in void areas. A special thanks to Bill & Cele Westlake and Kippy Strandberg for their contribution towards these plantings. Sprinkler backflush operation and opening of sprinkler system was completed. Water days are Monday, Thursday and Saturday. Repairs have been done to broken sprinkler lines & heads, as well as adding some additional sprinkler heads for maximum water coverage. Simone commented that the lawns look beautiful, they’re no longer mushy, Cele says the trees that were removed in front of her house were cleaned up beautifully. 

Unfinished Business - 

·       Update on long-term fence replacements - Bruce handed out paperwork for two separate bids, Art didn’t think the association would have enough to do both fences this year. Bruce recommended that the one behind Art’s house should be done first. Kippy moved that the Real Landscaping bid be approved for the 135’ foot fence behind Art’s house (the fence that runs East-West). Simone seconded. Motion approved, all in favor. Bruce pointed out that Real Landscaping will need a $2k deposit. Portion of that fence was replaced by a neighbor, but that will be replaced, too, to be consistent with new fence. 

·       Discussion on moving some Reserve Account funds to a CD. Cele would feel comfortable moving $15K to a CD with a 13 months CD at about 4%. Cele moved that we transfer funds, not enough votes, could not find a second. Cele then suggested she move some money to a money market fund, then Board agreed that Cele could move Reserve funds to either money market or a cd with one other signer. While it won’t earn a lot of money, it will earn some. Art would like future boards to consider moving some Reserve Account funds to interest-bearing accounts each year.

·       North side chain link fence discussion. Some owners who face the north fence have complained about degraded privacy from the adjacent church parking log. Simone proposed adding a landscaping barrier attached to the fence that looks like ivy (it’s fake). Simone suggests one owners may be willing to foot part of the bill. Simone says it visually attractive, it’s an artificial ivy hedge, the Board will do some more research and come back with some pictures and pricing 

·       Bruce repeated he plans to step down from landscaping and the board, as well, but he suggested he could be an outside employee that is paid what he called a stipend. Simone asks what he’d like to be paid, Bruce doesn’t have anything in mind - maybe a monthly stipend, he would like to get off the Board and focus on landscaping. 

·       House Rules - Bruce wanted some updates to the house rules, he shared them with Art who will make the changes and get them to us, we will them upload them to AppFolio so all owners can see. Among changed, proposal that the Association request current owners use the Architectural Review feature on the Windermere HOA Portal to record improvements or major changes owners have made to their structures. 

·       Board agreed that Carol Perry may cover/uncover her skylights, though they’d like her to submit an architectural request on the portal so that there is a record of it.

      We are on budget for income for 1st quarter of the year. Started year with just under 32,000 in reserve and are now at 40,800.

      Request re:  Landscapers blowing off berries & twigs on the sidewalks. Seems to be yes in some places in others. 

      Unfinished Business

      Consider moving some Reserve Account to CD to earn interest; How much? Donna was going to check on legality and possibility @ Heritage Bank. Donna hasn’t done this yet. Simone asks if has to be at same institution that we are using. Washington Federal Bank is offering 13 month CD 4.25%. Cele suggests we invest $25,000 from reserve account. Discussion on how much to invest and for how long. Suggestion to stagger investments per year.

      Dryer Vent Cleaning; Donna was going to research providers for Lexie to coordinate. Should we require this in the house rules since it’s a fire hazzard? How often? How verify that it’s done?

      Mailbox replacements; There seems to be renewed interest in replacing mailboxes. CBU boxes. Lots of support from community.

      You can sign up on USPS website for informed delivery to get notifications of mail coming each day. You can also get notified when you mailbox has been opened.

      ○ Pressure washing driveways (and sidewalks?) – discussion. Suggest homeowners look at group rates. 

      ○ Water Damage Repairs; around windows; 1804, 1806, 1808 Lane Donna is working on this

      Deck repairs: who should be responsible?

      Directory: We have a directory of homeowners; but need a list of renters. Homeowners should keep this updated in Appfolio
