· Approval of prior mtg minutes, Simone called for approval of minutes, Bruce seconds, minutes approved
President’s Report:
· Dryer Vent Cleaning – We just completed what I’d call a co-op venture to clean dryer vents. Lexie Lamborn solicited and rounded up 14 owners who agreed to pay $89 each for dryer vent cleaning. Lexie said she paid $39 five years ago, then paid $69, and now $89. One owner reported paying $150 for dryer vent cleaning a month ahead of this cleaning.
· The dryer vent vendor found some vent flaps stuck together with paint and pulled them apart. Art is thinking maybe someone comes out to look at all of the dryer vents because of the fire hazard. Donna and Art will find a vendor to check all vents.
· The board voted to get a second estimate to fix windows and deck fascia which HMC indicated could cost $1500 each to repair. Again Art & Donna will meet with another vendor to review all decks, including the repairs HMC said were needed.
· Board discussed responsibility for maintaining decks, railings and seating added to railings after original construction. Bruce suggested that the Association be responsible for railings and seating added to decks. He suggested further that owners of decks that have been upgraded or modified from the original will be responsible for maintenance of those decks. Bruce suggested that decks that have been upgraded will be registered in individual Architectural Review statements to be filed in Windermere’s portal.
· Kippy moved that the Association take on the responsibility for maintenance of railings and seating that have been added to original decks. This leaves out Association maintenance for those decks that have been upgraded. The board approved Kippy’s motion. Until now, the Association was only responsible for decks, not any added railings.
· Bruce introduced an Architectural Review Request sample form. At Bruce’s request, the Board adopted the form, which will be used to register owner modifications to original construction. Bruce & Kippy agreed to initiate use of the forms. Windermere staff this meeting agreed to add a rule to the House Rules to implement this project.
· Art reports that Ziply Fiber has wired the street, ready to bring 2Gig fiber to any home on the south side of the street; if you’re on the north side of the street, they may use telephone wire for 1Gig service. Art has Ziply Fiber - it’s 1G and works great, Cele asked about 39th Court, but Art doesn’t know the status (Bruce suggested maybe because it’s a private road).
Association Management’s report:
· 1802 Lane. Kippy’s vent in bathroom was leaking, and it was fixed just recently. Bruce expressed concern that Bell Roofing’s estimates for fixing leaks. repairs is similar every time. Bruce did not think Association Mgmt had authority to ask Bell to fix this (the bill was $1,400), but needed Board approval. Art, as President, approved the repairs.

Landscape Report (Bruce)
· Bruce shared a Landscape Report. Mulching has been completed on the 39th Court side. Two large cedar trees were removed on the Court side as a preventative action. Stump grinding was complete where two cedar trees were removed, plus one additional stump removed on Cedar Springs Lane. Six shrubs were removed. Ten new shrubs were planted to fill in void areas. A special thanks to Bill & Cele Westlake and Kippy Strandberg for their contribution towards these plantings. Sprinkler backflush operation and opening of sprinkler system was completed. Water days are Monday, Thursday and Saturday. Repairs have been done to broken sprinkler lines & heads, as well as adding some additional sprinkler heads for maximum water coverage. Simone commented that the lawns look beautiful, they’re no longer mushy, Cele says the trees that were removed in front of her house were cleaned up beautifully.
Unfinished Business -
· Update on long-term fence replacements - Bruce handed out paperwork for two separate bids, Art didn’t think the association would have enough to do both fences this year. Bruce recommended that the one behind Art’s house should be done first. Kippy moved that the Real Landscaping bid be approved for the 135’ foot fence behind Art’s house (the fence that runs East-West). Simone seconded. Motion approved, all in favor. Bruce pointed out that Real Landscaping will need a $2k deposit. Portion of that fence was replaced by a neighbor, but that will be replaced, too, to be consistent with new fence.
· Discussion on moving some Reserve Account funds to a CD. Cele would feel comfortable moving $15K to a CD with a 13 months CD at about 4%. Cele moved that we transfer funds, not enough votes, could not find a second. Cele then suggested she move some money to a money market fund, then Board agreed that Cele could move Reserve funds to either money market or a cd with one other signer. While it won’t earn a lot of money, it will earn some. Art would like future boards to consider moving some Reserve Account funds to interest-bearing accounts each year.
· North side chain link fence discussion. Some owners who face the north fence have complained about degraded privacy from the adjacent church parking log. Simone proposed adding a landscaping barrier attached to the fence that looks like ivy (it’s fake). Simone suggests one owners may be willing to foot part of the bill. Simone says it visually attractive, it’s an artificial ivy hedge, the Board will do some more research and come back with some pictures and pricing
· Bruce repeated he plans to step down from landscaping and the board, as well, but he suggested he could be an outside employee that is paid what he called a stipend. Simone asks what he’d like to be paid, Bruce doesn’t have anything in mind - maybe a monthly stipend, he would like to get off the Board and focus on landscaping.
· House Rules - Bruce wanted some updates to the house rules, he shared them with Art who will make the changes and get them to us, we will them upload them to AppFolio so all owners can see. Among changed, proposal that the Association request current owners use the Architectural Review feature on the Windermere HOA Portal to record improvements or major changes owners have made to their structures.
· Board agreed that Carol Perry may cover/uncover her skylights, though they’d like her to submit an architectural request on the portal so that there is a record of it.
