Board minutes - Nov 2, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 02 Nov 2005

Present were: Vince Sellen, Art Shotwell, Melissa Pratt, Don Lapworth, Jan Berry

President's Report

1. The remainder of the bark was spread and if still need some we will look into purchasing some more. We are also looking into other projects to improve the landscape, including a hedge to hide the fence along the north and northwest side, some trees, and further clearing of the wetlands.

2. Garner's will be cleaning the gutters in the next couple of weeks.

3. We are looking into rebidding the lawn care service.

4. We have drafted a letter of agreement with Chuck Boyd to work for the association.

5. A reminder that signs are allowed in windows only.

Vice President's Report

1. The renters of the other dwelling on 39th Court have been driving across grass belonging to Cedar Springs, and a letter will be sent to the owner to ask him to prevent his renters from doing so.

2. A motion was made by Art Shotwell that all the board members (Vince Sellen, Don Lapworth, Art Cawrse, Art Shotwell, and Melissa Pratt) have the ability to sign Cedar Springs Homeowners' Association check. It was seconded by Don Lapworth.

Treasurer's Report

1. CAU sent us a fax asking if we wanted to add the earthquake coverage policy that they quoted for us. We will reply that we will put the issue to vote at the next homeowners' meeting in the spring and give them an answer then.

Old Business

1. The next CC&R revision meeting will be in January.

Next Meeting Date

1. The Board will meet again on 12 January 2006 at 7:00 pm at Vince Sellen's house. Anyone interested can attend.

Board Meeting

Yes, the Cedar Springs HOA Board has set a meeting for tonight, November 2 at 7:00 pm at 1802 Cedar Springs Lane. That's Vince's house. Sorry about the last minute notice, but the Board members have schedule conflicts that forced this meeting.

Bark spreading continues

The lawn will be mowed Mon and the rest of the bark scattered during the week. The eves will be cleaned around the first of Nov as well as the irrigation system being blown out same time.

Bark Spreading

Only a few homeowners used the bark that the association purchased, so Garner's started spreading it this week and will continue with the job next week. If anyone wants to utilize it for their own area, feel free to just take what you need.

Board Minutes - Sept. 20, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 20 Sep 2005

Present were: Vince Sellen, Melissa Pratt, Joyce Lapworth, Jan Berry, Eloise Brookman, Malcolm McLendon, Art Cawrse, Art Shotwell

President's Report
  1. The meeting was started with a presentation by Nancy Cannan, of CAU Insurance, explaining the coverage provided by the association's policy. All permanent parts of each unit are covered under the CAU policy, to include the interior walls, the fixtures, the flooring, and the appliances. If you have these items covered in your personal policy, it is unnecessary. You should have a HO-6 policy to cover your personal belongings. The association policy has a $2500 deductible for which owners are responsible. This deductible can be covered by your personal insurance policy if desired. Nancy Cannan's office number is (800) 228-1930 if you have any questions. The Board also received a quote to add earthquake coverage to the association's policy. It will cost $3238 a year with a deductible of 10% per building. The decision has not yet been made whether or not to add the coverage.
  1. We apologize to the people that were uninformed of the neighborhood potluck. In the future, if people could ensure the neighbors they share a unit with know of any events, hopefully we can keep everyone informed.
  2. Vince Sellen received a quote from Randy Pepper of Pepper's Greenhouse to perform some landscaping maintenance (dying trees removed, wetlands maintenance, and tree trimming). The fee was $620.43 and the board approved the expenditure.
  3. The lights on the Cedar Springs sign don't work. The board decided to leave them as is because the light from the streetlight provides enough light on the sign.
  4. Don Lapworth and Art Cawrse are going to determine how much bark we need and arrange delivery on a Friday in October. Expect flyers posted soliciting help to spread it one Saturday in October.
  5. The Blockwatch signs have been posted at the entrance to each street.
  6. Vince Sellen talked with Chuck Boyd about the cost of doing skilled ($35/hr) and unskilled labor ($25/hr). Projects that need to be done include the repair of the fence behind 1910 Cedar Springs Ln and paint touch up on 1907 Cedar Springs Ln. The board approved the president of the board, and in his absence the vice president to hire Chuck Boyd to do minor repair/maintenance with a limit of $1000. Bills will be sent to the treasurer.
  7. The board has received a couple of complaints of dogs being let out unleashed and dogs not being picked up after. Both city ordnance and Cedar Springs CC&R's require that pets be leashed when outside and that all feces are picked up. Please respect you neighbors and keep your pets under control and tidy up after them.
Secretary's Report
  1. If your garage door stops working properly and is under three years old it is still under warranty. Most likely it is a faulty circuit board and the Genie company will send a new one free of charge. Labor is not covered under the warranty.
Treasurer's Report
  1. There are a couple of units that are behind on Association dues payments. Furin and Co will send notices to people that are more than 60 days in arrears.
Landscaping Report
  1. Garner's will fertilize the lawn at the end of the month and hand spray the larger weeds.
Old Business
  1. There will be a board meeting to revise the CC&Rs on October 4th.
New Business
  1. 1804 Cedar Springs Ln wrote to request a sunlight in their living room. The board approved the skylight as long as it is consistent with the skylight already installed in the unit.
  2. Susan Miller volunteered to give a disaster preparation workshop. The board decided that the best time to hold it is after the members meeting in March.
  3. The Cedar Springs blog spot is online at: http://cedarspringshoa.blogspot.com/ It contains the minutes of the meetings, notices of meetings and events, and other HOA information.

Insurance Questions

As you know our next meeting is scheduled for Sept 20. A rep from CAU Insurance will be here to answer any questions we might have. I think it would be helpful if we could let homeowners know that they can give us questions that we might ask. If it is ok with you all I could pass out a little flyer seeking input via the cedarspringshoa.blogspot.com page that Art Shotwell has put together for us. We all can make comments on the blog. It would be real helpful to get us to check that for agendas, minutes, etc.

I think we might recruit ideas for Fall-Winter projects. So far I have come up with bark, gutters, Fence, paint, trees for us and folowup on existing requests with Gardner.

Let me know if you have ideas or questions.

August Update

Hello All,

Gretchen and I will be off sailing(Canada) beginning around the 17th of this months and returning on or before the 14th of Sept. This means that someone will have to turn off and on the water until Art C. gets back. Any volunteers?

Meanwhile here is what is going on:

1. Postponed Bark

2. I called CAU Insurance to see if someone could come up next month to meet with us re member insurance questions.

3. Susan and Paul of 1804 have submitted a request for 2 additional skylights. Will be on the agenda for our next meeting-(9/23?)

4. Garner's broke off a sprinkler head behind 1819 while mowing yesterday. I called Jim Garner this morning and he came out right away to see what he had to do to repair it.

5. If we are to seek new landscaping bids this winter it would be helpful if we had records of previous bidding documents (Melissa are they in old minutes? I noticed that the agreement with Garner called for only 2 weed/feed efforts. Spring and September.

While we are sailing we listen to VHF channel 16 for emergencies. We are the SV Breezy.

Melissa put on a great party even though she couldn't get there except for the fun parts-set up and clean up. Ron and Linda (1806) opened their new store in Oak Harbor to a great crowd. Couldn't spend much time talking with them as people were buying like crazy. Their consignment inventory has really nice furnishing etc.

Sprinklers Update

THE SPRINKLER SYSTEMS CONTINUE TO BE A PROBLEM.  WE ARE TAKING SEVERAL STEPS TO RESOLVE THE PROBLEM.

1. CURRENTLY ART CAWRSE AND VINCE SELLEN ARE TURNING THE SYSTEM ON FOR 2 DAYS, THEN LEAVING IT OFF FOR 2 DAYS. ART HAS ATTEMPTED TO SET IT UP SO THAT GRASS GETS 40 MIN. AT A TIME AND GARDEN AREAS GET 30 MIN. AS THE SYSTEM IS MESSED UP THIS IS A WORK IN PROGRESS. CALL ART OR VINCE IF YOU FIND A SYSTEM THAT STAYS ON WAY TOO LONG.

2. WE WILL NOT BE ABLE TO ADJUST INDIVIDUAL SPRINKLERS AT THIS TIME.

3. WE ARE MEETING WITH STRANDBERG CONSTRUCTION NEXT WEEK TO SEE WHAT CAN BE DONE.

4. WE ARE LOOKING INTO THE POSSIBILITY OF CONTRACTING WITH A SPECIALIST TO
MAINTAIN THE IRRIGATION SYSTEM.

THANKS FOR YOUR PATIENCE I KNOW THAT SOME OF YOU HAVE LOTS OF WATER DRAINING OUT OF THE SYSTEM WHEN IT IS ON. THAT IS THE DILEMMA THAT IS BURIED SOMEWHERE BEFORE THE REST OF THE PROBLEMS MAY BE SOLVED.

Board Minutes - July 19, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 19 Jul 2005

Present were: Vince Sellen, Melissa Pratt, Don Lapworth, Jan Berry, Eloise Brookman, Ed Mazur, Paula Dinnel, Kippy Strandberg

President's Report
  1. Vince met with John Lumsford of the forestry service to discuss the horsetails and teasels appearing in the wetlands as an invasive plant. They cannot be treated with chemicals due to the wetland designation, but they can be pulled. Garner's Landscaping service will pull the teasels this week instead of their normal weeding. The horsetails will be cleared out later in the season when they are easier to deal with.
  2. The irrigation system is being turned on for a few days at a time. This is a temporary way to manage the system until it is completely fixed. The board is aware that there are leaks, broken or missing sprinkler heads and faulty valves. If there is a problem in your area that you do not think has been noticed, or if a new problem appears, please call Art Cawrse or Vince Sellen to inform them.
  3. The satellite dish at 1802 39th Court was approved by the board. The satellite dish at 1903 Cedar Springs Ln was approved by the board with the request that the occupants hide the wires coming from the dish under the eaves of the house.
Vice President's Report
  1. Don Lapworth presented the service contract proposed by Pratt Pest Management. He recommended that we do not pay for an exterior pest control program until pests become more of a problem. The cost proposed by Pratt Pest Management is $100 per year per unit, to be paid out of the Association account.
Secretary's Report
  1. Nothing to report.
Old Business
  1. The revision of the CC&Rs is ongoing.
New Business
  1. The summer social gathering will be on August 6th at 5 o'clock pm. All are invited to gather on the hill in front of units 1806/1808 Cedar Springs Ln or in the garage of 1803 Cedar Springs Ln in case of rain. Please bring your own chair and cutlery. It will be a pot luck with the responsibilities broken down as follows:
    1801-1808 Cedar Springs Lane bring an appetizer
    1810-1819 CS Lane bring a side dish
    1901-1910 CS Lane bring a main dish
    and all on 39th Court bring a dessert
    Please RSVP to Melissa Pratt at 588-8453 by August 4th. Please leave a message if I am not at home and let me know if you have a card table that could be used.
  2. On the 13th of August at 9 o'clock am we will have another garden party, to spread mulch and help with overall cleanliness.

Board Minutes - June 9, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 09 Jun 2005

President's Report

1. Update on weeds in grass - still working with Jim Garner to rid the lawn of weeds.

2. The irrigation system is still being worked on so that it can be turned on for the season. A couple of lines need to be repaired and one control box needs to be rewired.

3. Is anyone interested in a work party, similar to the one held last year? If you are interested, please contact Vince Sellen.

4. Motion put forward that the Homeowners' Association pay for plant replacement by Don Lapworth, Melissa Pratt seconded and it was approved. If you have replaced plants, contact Art Cawrse or Vince Sellen.

5. The Block Watch meeting was on the 14th of June. Enclosed are some materials for your information and a summary of the meeting from Vince Sellen. The Mormon Church was broken into a couple of weeks ago.

6. All owners that rent out their units are reminded that their tenants need to be familiar with the CC&Rs and abide by them. Tenants should also be made aware of who they need to contact for specific inquiries.

Several issues have been brought to the attention of the board lately concerning satellite dish installation and the use of the common areas.

Dishes are allowed with consultation with the board. This is intended to make them as unobtrusive as possible.

It is important that we all understand the use of the common areas. Though we all respect each others' rights to privacy, it is important that open areas be available for all of our use. It is the intent of the board that we work together to maintain the friendly, cooperative spirit of Cedar Springs.

Vice President's Report

1. Dana Pratt, of Pratt Pest Management briefed the board on different options for pest control. Thus far, only a couple of units have reported pest problems (mostly ants) that have since gone away. Mr. Pratt estimated the cost of eliminating an ant infestation at $300 for initial treatment and follow up visits, with guaranteed results. He also briefed us on a preventative program that would treat the exterior of all units once a quarter to deter pests. Mr. Pratt is going to provide an estimate of cost for year round pest prevention, and the board will consider whether or not we will pay for it from association funds. This would cover the exterior of the buildings only, any interior pest problems would be the responsibility of the owner, with Mr. Pratt offering a reduced rate if we contract with him to treat the exteriors. Dan Lapworth will remain the point of contact on the board for pest problems.

Secretary's Report

1. Nothing to report.

Treasurer's Report

1. Art Shotwell read the balances of our various accounts and confirmed that he had a copy of Quick Books.

Old Business

1. The revision of the CC&Rs is ongoing.

New Business

1. One of the mailboxes lost its flag. Vince will look into fixing it.

2. An August potluck dinner was suggested - possibly by the pond. Let a board member know if you have any ideas.

3. Jan Berry brought up some home and fire safety suggestions:
  • Let your neighbor know when you're out of town.
  • Shut off your water when you're out of town.
  • Place a fire detector in your garage and circuit breaker oom.
  • Place fire extinguishers near the kitchen and garage, and know how to use them.
  • Keep an outdoor hose connected to a water source.

Board Minutes - May 10, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 10 May 2005

Present were: Vince Sellen, Art Shotwell, Melissa Pratt, Don Lapworth, Jan Berry, Eloise Brookman, Anita Dale, Malcolm McLendon

President's Report

1. If you have experienced problems with your furnace, Strandberg and RAM Heating have agreed to pay for the faulty boards and repairs. Bills that have been submitted will be paid, though it might take some time. Future problems should be directed to either Alpine or RAM for repair without charge.

2. There was some interest in the Neighborhood Watch program. We will schedule an informative meeting with an officer from the police department. They will explain how we can be more effective at watching over our community in the near future.

3. A few homeowners have shown interest in a neighborhood garage sale. If you are interested in being on the committee that will arrange the sale, please contact a board member to give them your name.

4. Ongoing work is still needed on the new CC&Rs.

Secretary's Report

1. An updated contact list is included with these minutes.

Treasurer's Report

1. In order for the secretary (Art Shotwell) to oversee the HOA accounts (made available online by Furin and Co) he needs Quickbooks. Vince moved that the HOA buy a copy of the Quickbook software, Melissa seconded and it was approved.

Landscaping Report

1. The lawns will be treated with a weed and feed type fertilizer by Garner's soon.

2. Sprinklers will be turned on when the dry weather has settled in. Art Cawrse will discuss it with Garner's. Jan Berry brought up that she has a broken sprinkler line near her house.

Old Business

1. The Board needs a copy of each homeowner's insurance policy for our records. Please give them to Art Shotwell, the treasurer.

2. The awning at 1804 39th Ct will be installed shortly.

New Business

1. Jan Berry and Eloise Brookman have both seen sugar ants at their units. If anyone in other units have problems with pests, please contact Don Lapworth. He is looking into treatment solutions.

2. Creekside currently does dryer vent cleaning as a group. It isn't required by our insurers. If three or more people want to have their ducts cleaned they will get a discount rate from Cascade Duct Service (1-866-391-8873 or 360-766-4342 or 360-420-2627). All homeowners are reminded not to run major appliances (clothes washer and dryer, and dishwasher) while away from home. The shared nature of our dwellings puts other homes at risk if something were to go wrong with these items while you are not at home.

Board Minutes - April 5, 2005

MINUTES

CEDAR SPRINGS HOMEOWNERS ASSOCIATION BOARD MEETING

5 APRIL 2005

1. Election of Officers:

The officers listed on the ballots were voted into office and placed in the following billets:

  • President - Vince Sellen
  • Vice President - Don Lapworth
  • Secretary - Melissa Pratt
  • Treasurer - Art Shotwell
  • Landscape Rep - Art Cawrse

2. President's Report:

The Bylaws and CC&R's need to be reviewed and completed soon. The board will continue to finalize them and publish the finished product as soon as it is completed.

Brought up the possibility of a Landscape Policy. The HOA will replace dead plantings put in when the units were built. Any additional plantings owners put in the beds shall be non-invasive plants. Garner's Northwest will maintain all plantings placed in the beds.

Vince looked into establishing a Neighborhood Watch program in our area. Officer Wilson from the Anacortes Police Department can come to our next homeowner's meeting to help us set it up. If you're interested please return the enclosure about Blockwatch to allow us to determine if there are enough people interested.

A reminder that the 'While You're Away' forms can be given to any board member to help us look out for your unit while you are not in it.

3. Secretary's Report:

The minutes from the last two meetings were sent to all owners and a new contact list has been made.

4. Treasurer's Report:

Our insurance review will occur in June. If your insurance company needs a copy of the HOA insurance policy Art Shotwell can provide you with a copy. We will need to collect copies of everyone's personal insurance policies in the near future.

5. Landscaping Report:

We would like to reemphasize that Art Cawrse is the point of contact for all landscaping problems. Please talk to him and he'll talk to Garner's Northwest.

6. Old Business:

Concerning the furnaces that have faulty boards, if your furnace required repair, contact Strandberg Construction and they will reimburse you for your repair expenses. If your furnace breaks in the future, they will have it fixed.

7. New Business:

Requests for an awning and patio work were received and one of the board members will contact those that have made the requests. All the gutters were cleaned earlier this spring. If you still have leaves in your gutters, let the board know.

Board Minutes - March 17, 2005

MINUTES Board Meeting of Cedar Springs Home Owners 17 Mar 2005

President's Report

1. Ballot: The ballot will be distributed with the minutes the week of 21 to 27 March.

2. H Avenue: Paving should start at the end of this week.

Secretary's Report

1. Minutes from Annual Meeting: The minutes were accepted and will be distributed to all owners and Furin and Company.

Treasurer's Report

1. Four owners are late with their Homeowner's Association Dues, one over four months late. Furin and Company has sent letters to the delinquent homeowners.

Old Business

1. The Board needs a copy of each homeowner's insurance policy for our records. Art Shotwell, the treasurer will collect them.

New Business

1. Ron Harris in 1806 Cedar Springs Lane proposed putting pavers next to his driveway. The board approved the proposal.

2. Mark Eakin in 1907 Cedar Springs Lane reported that the lockable mailboxes discussed at the Annual Meeting come in blocks of 8 or 12. Vince Sellen looked up the prices and they will cost between $1000.00 and $4000.00. Vince Sellen also stated that he would call the police and see how often mail theft is reported. He also proposed a Neighborhood Watch program to alleviate the threat of mail theft.

3. One unit on 39th Court has had a problem with mice. All residents are reminded not to leave pet food outside for mice to feed on. If any other units notice problems with pests please report it to a board member.

4. The homeowner's at 1813 39th Court proposed putting up a motion sensor light between the two units to shine on the driveway. There is no streetlight there, and the board approved the proposal for the owners to put up an additional light.

Cedar Springs Homeowners Association

Minutes from the 2005 Annual Meeting

The annual Meeting was held at the Anacortes Public Library on March 7th at 6 pm.

Present:

This represented 16 out of 28 units.

I. The meeting was called to order and all homeowners present were introduced.

II. Report from officers:

President

Vince Sellen started by welcoming everyone and then proceeded to discuss the transition of the board from the oversight of Nels Strandberg and Strandberg Construction and the progress of the revision of the CC&Rs. He proposed increasing the board to include five members and discussed the procedures for the upcoming board election. The improved CC&Rs will be given to each homeowner and then a meeting will be held to discuss the changes at a date to be determined. He also reported on his research into having satellite dishes on the units. Some units may be able to have satellite dishes if they desire, depending on their location.

Treasurer

Art Shotwell's report consisted of reviewing the financial statement handed out to all present and proposing to redefine the relationship with our Accountant, Furin and Company. A motion to approve the proposal was put forward by Don Lapworth and seconded by Melissa Pratt. All present voted in favor. The proposal is attached to these minutes.

Secretary

Melissa Pratt reviewed the minutes from last year's annual meeting and then explained the contact information sheet. If you are going to be away from your home for any amount of time, you may leave information on how to contact you, or your representative, in the event of an emergency involving your Cedar Springs unit. The information will be not be used for any other purpose.

III. Reports from Liaisons

Art Cawrse was not present and the report was made for him by Vince Sellen. Having one point of contact for homeowners to contact concerning the landscaping was stressed. If you have any landscaping issues, continue to bring them to Art Cawrse (or to any board member in his absence) and he will liaise with Garner's Northwest. Overall satisfaction with the current landscaping service was expressed, with the monthly weeding schedule working well. Tent caterpillars were discovered and removed promptly by Garner's. Additional tent caterpillars have been noticed near 1806 39th Court. Dead plantings should also be brought to the attention of Art Cawrse. There is a dead rhododendron near 1813 Cedar Springs Lane.

There was no report from the Social Liaison, but at the end of the meeting a proposal to hold another Cedar Springs barbecue in July or August was made.

IV. Election of Officers for March 2005 to March 2006

Nomination sheets were handed to all present and the following people were nominated to be placed on the ballot and agreed to serve if elected:

  • Art Shotwell
  • Vince Sellen
  • Melissa Pratt
  • Art Cawrse
  • Don Lapworth

Ballots will be handed out the week of 14-20 March and should be returned to Melissa Pratt at 1803 Cedar Springs Lane by March 30th.

V. Other Concerns

Mark Eakin brought up mail security. He suggested placing outgoing mail in your mailbox only in the morning of the day it is to go out. He is looking into the cost of lockable mailboxes for the community.

Paula Dinnel showed those present the circuit board that had failed in her furnace. If your heating system is blowing only cold air, and the fan fails to cut off after the correct temperature has been reached, this may have failed. It can be replaced at a cost of approximately $300 and has also had to be replaced in 1901 Cedar Springs Lane.

Barbara McLendon inquired if we had to clean out or dryer vents to satisfy insurance requirements. The board is looking into the issue and Barbara was going to ask her friend at another PUD what company performs the service.

Vince Sellen put forth a motion to send flowers to Ardeth Dunne to thank her for her service as secretary. Art Shotwell seconded the motion and all were in favor of sending flowers. The flowers have been sent and Ardeth sends her thanks.
