APPROVAL OF CSHOA ANNUAL MEETING 2022 MINUTES:
Cele Westlake moved to waive reading the March 5, 2022 Annual Meeting Minutes and Lynda Harper seconded. Motion passed.
PRESIDENT'S REPORT
Major Events of 2022
● Hired a manager in charge of vendors
● Installed fence to North
● Finished 3rd and last phase of painting
● New landscape team
Upcoming Events
● Replace fencing west edge property line
● Replace plants that we lost last year
● Start rebuilding reserve to be ready for roof replacements/ Paul S has a list of which are 30 and which are 40
Finances
● More money is going to reserve account to avoid special assessment
● No increase in dues for next year
● Goal to have budget ready in January 2024

SECRETARY'S REPORT
Kippy Standberg and Art Shotwell discussed water sensors
● Everyone must have one by dishwasher, washing machine, and icemaker on fridge (if have one)
● Please fill out Water Sensor Form
● Check battery every year/ test them
● A good idea to give a neighbor a key and let someone know when you are out of town
● Art Shotwell has more if you need them

TREASURER’S REPORT
Cele Westlake reviewed the Statement of Assessments and Expenses forms. 3 Accounts: Insurance, Operations, and Reserve. Cele suggested we keep dues at $375 for this coming year. Our reserve account will start to build back up now that painting is done.
LANDSCAPING REPORT
Bruce Janicula gave an overview of 2022
● Some complaints about the trimming: talk to Bruce
● New landscaping crew significant cost saving/ gave us additional service/ same number of weeks/ they’ve put in lots of extra effort
● Increase in pruning
Bruce gave an explanation of the Wetlands Area Native Growth Protection Easement (NGPE) management plan in accordance with the city. Bruce contacted a representative from the City of Anacortes, and they walked the area. What’s in the wetlands area stays in the wetlands area. No introduction of materials from homeowners (bird feeders, pots, plants). We can take out blackberries and other plants that are invasive. A handout about wetlands area is on our website. Discussion of boundaries of buffer and wetlands.
Discussion of what insecticide is sprayed on the grass. A homeowner had concerns about insecticides and fertilizers and requested a list of what’s being used to eliminate moss and insects like wasps. The board will look into this. Lynda did research and all insecticides are monitored so didn’t feel any concerns.
Kippy Standberg is concerned about a tree in the wetlands that could potentially fall on her house. Bruce feels the city won’t allow cutting of tree.
Bruce looked into hand mowing the lawn and the cost was prohibitive.
2023 BUDGET PROPOSAL
Cele provided a copy of the 2023 budget in the packet. Discussion of upcoming year’s budget on what can come out of reserve: long-term improvements such as painting, sprinklers, roofs. Other expenses come out of operations. We discussed earthquake insurance and decided it is vital.
Reserve account for Y/E 2022 ended at $31,787.78 and we are anticipating Y/E 2023 to be 55,750.
A homeowner questioned the need to replace the fence because shrubbery covers most of the fence. Art explained it provides security and needs to be replaced.
Doug Winge was concerned about future costs of roof replacement and feels dues should be raised to $400. Art felt that the board promised dues wouldn’t be raised this year, and we need to honor our promise. A discussion of ways to add money to the reserve fund to have enough money for future and avoid special assessments.
Lexie Lamborn moved to accept the 2023 Budget. Motion was seconded and passed 17-1.
NEW BUSINESS
- Fiber optics are coming down Cedar Springs Lane
- Some members voiced concerns about stolen mail. Individuals may purchase and install their own locking mailboxes if they look similar to current mailboxes. Cluster mailboxes are too expensive.
- Discussion of whether an audit is needed. A motion made to forego an audit this year. Seconded and passed 18-no / 3-yes
