      Meeting called to order at 5:01

      Approval of Minutes of Oct. 26 Meeting

      Minutes approved

      Discussion of minutes. Homeowners can attend meetings. Minutes are shared with homeowners.

      President’s Report - Art Shotwell

      Call from Diane Laiche,1806 Lane re: fence privacy. New fence has more exposure. Bruce explained the process of installing the fence. 

      Email from Monica Kezar, 1803 Lane re: wood rot inspection

      Discussion of wood rot at 1803 Cedar Springs Lane. Mold inspection showed no rot or mold. 

      Discussion of deck repairs and what the HOA is responsible for. Bruce recommends that decks are the HOA responsibility for repairs only if decks were original. If a homeowner adds a deck, then it’s the responsibility of the homeowner. We need a way to keep up with additions that owners are responsible for. If homeowners want to make changes or additions, they must get permission from the board. Suzanne can keep a database of improvements. Concrete on patios has been replaced by HOA. We need a policy or addenda to the CCRs.

      Art will walk around with ?. 

      Simone moved and Cele seconded a motion to separate window repairs and deck repairs recommendations and move ahead asap with window repairs. Decks will be put on hold until we explore our policy. Motion passed.

      Vice-President’s Report Simone Caracciolo

      No holiday gathering unless we can be outdoors.

      Secretary’s Report -  Suzanne Metcalfe

      No report

      Treasurer’s Report -  Cele Westlake

      See report.

      Concerns: $9,000 in repairs this year.

      Landscape Report -  Bruce Janicula

      Bruce will give  an overview of wetlands policies at the annual meeting.

      City trimmed branches on H.

      Trimming and overgrown branches have been taken care of. Additional sprinklers have been installed.

      Fallen tree leaning on another tree behind Kippy’s. Board members will take a look. 

      Gutter cleaning. Donna will set this up.

      Reserve study: Discussion on how often the state requires? How much are we being charged?

Actions following the Board meeting:

1.     Several board members met with Kippy and looked at the leaning tree she reported. Art decided that we would hire an arborist to check the situation. Bruce said he would hire the arborist.

2.     Dec. 20 board meeting was postponed to Dec. 27 @ 2pm because of snow.

CEDAR SPRINGS HOMEOWNER’S ASSOCIATION 

MINUTES WEDNESDAY, OCTOBER 26, 2022 

PRESENT: Art Shotwell, Kippy Strandberg, Bruce Janicula, Joan Mickelson, and Donna Cunningham, Cele Westlake

ABSENT: Simone Caracciolo, Suzanne Metcalfe

GUESTS: Rick Bunzel, Paul Stannert

CALL TO ORDER: The meeting was called to order at 4:00 PM.

APPROVAL OF THE MINUTES: Kippy Strandberg made a motion to approve the September 14, 2022 minutes. The motion was seconded and passed.

PRESIDENT’S REPORT: Art Shotwell had noting to report. SECRETARY’S REPORT: There was no report.

TREASURER’S REPORT: All accounts are currently within budget.

LANDSCAPE REPORT: Bruce Janicula reported that a few shrubs were removed, sprinklers were turned off, some sprinkler update work was completed, some trees boarding the Church property were removed, and trimming work had been done.
Bruce stated the completed landscape work stayed within the Landscape Budget.
Bruce explained Fence construction along the Church property was started November 27th. The fence will be a 5 foot chain link fence. The Church said they would plant shrubs along their side of the new fence.

UNFINISHED BUSINESS: Donna Cunningham presented the summary of repairs outlined by the company Home Maintenance Central. The Board had questions concerning whose responsibility it would be for some of the suggested repairs. The Board will investigate this further and make recommendations in the future.

NEW BUSINESS: Rick Bunzel, from the Pacific Crest Reserves, reviewed the completed 2022 Cedar Springs Reserve Study. The Board will use this as a guide when planning the 2023 Budget.

ANNOUNCEMENTS: The next Board meeting will be December 7th at 5:00 PM at the Windermere Conference Room.
