HOMEOWNER’S ASSOCIATION BOARD MEETING
WEDNESDAY, OCTOBER 24, 2018
1802 39TH COURT

PRESENT: Steve Daly, Paul Davallou, Kippy Strandberg, Paul Stannert, Art Shotwell, Jean Taylor, & Bill Westlake.

ABSENT: Linda and Bruce Janicula

APPROVAL OF PREVIOUS MINUTES: Paul Davallou made a motion to approve the August 1st Minutes as written. The motion was seconded and passed.

PRESIDENTS REPORT

Steve Daly reminded the Board that the Board President and Treasurer will be resigning because they will be moving from our Cedar Springs community and therefore we must be canvasing homeowners to find replacements for the Board. He pointed out that we needed to prepare for the January Annual meeting at our December 5th Board meeting. A budget for 2019 will be presented at that meeting. (THE BOARD ENCOURAGES HOMEOWNERS TO ATTEND THE DECEMBER 5th BOARD MEETING AND CONSIDER VOLUNTEERING TO BE A BOARD MEMBER.) The first Board meeting following the annual meeting is scheduled for January 23rd..

TREASURER’S REPORT

Paul Davallou reported that the September Reserve Account was $108,000 and the Total Asset Account was $121,426. He stated that we have stayed within our 2018 projected budget.

SECRETARY’S REPORT

Kippy Strandberg reported that all but 3 homeowners have returned the Annual Contact Information and Water Safety Certification form. She stated that hopefully next year homeowners would return the forms in a more timely manner.

LANDSCAPE REPORT

Bruce and Linda Janicula reported that the homeowners seemed generally pleased with the Simply Yards Crew. They will be coming 3 more times in the months of November and December. The problems with the sprinklers seemed to be solved. 6 shrubs and 1 large tree were purchased and planted. Herberth Silva completed pruning of branches over hanging on roofs. It was recommended that a problem tree, at 1804 39th Court, be considered for possible removal in 2019.

The Treasurer reported that in 2018, for the months of July, August, and September, the cost of irrigation decreased by approximately 10% when compared to 2017.

The Board would like to thank Linda and Bruce for doing a spectacular job!

UNFINISHED BUSINESS

Steve Daly reported that this winter 13 units with drip problems will have new higher quality sealant applied in the leaky seams of their gutters and possibly have a new down spout added to improve gutter performance. To solve the overflow problem, one unit will have a diverter installed in the problem roof valley this winter as a test case. This diverter solution will be evaluated in the Spring. If successful, then diverters will be installed in all units having an overflow problem.

Steve asked Bill Westlake if he would oversee this gutter repair work. He accepted.

ANNOUNCEMENTS

It would be appreciated if all homeowners and renters would retrieve their garbage cans and recycle bins on Thursdays and store them in your garages. Art Shotwell will work on adding this to House Rules for discussion at the Annual meeting. This will help maintain the attractive community appearance that Cedar Springs is so noted for.

December 5th is the next Board Meeting.

The date of the Annual Cedar Springs Homeowners Meeting will be announced once we confirm availability of the Multi-use room at the Anacortes Library. We intend on starting at 10:00 am either Jan. 19th, 12th or 5th in that order.

January 23rd will be the date the new board meets to determine the officers for 2019.

Minutes of August 1, 2018 Board Meeting

HOMEOWNERS ASSOCIATION
BOARD MEETING
WEDNESDAY, AUGUST 1ST, 2018
1802 39TH COURT

PRESENT:  Steve Daly, Paul Davallou, Kippy Strandberg, Bruce Janicula, Paul Stannert, and Art Shotwell.

CALL TO ORDER:  The meeting was called to order at 4:30PM by the President, Steve Daly.

APPROVAL OF THE JUNE 6TH BOARD MEETING:  After correcting the misspelling of Diana Laiche’s name the minutes were approved.

PRESIDENT’S REPORT

Steve Daly shared with the board that to replace all condo’s gutters would be very costly and that repairing them would be a much better financial option not requiring a special assessment from each homeowner. 

A motion was made by Art Shotwell to allocate $3000 to repair gutters with overflow problems.  The motion passed.  

Steve Daly reported that Lynda Harper will need to resign as a Co Secretary because of family medical issues that need her complete focus.  The Board would like to thank her for all the time and assistance she has given to help make Cedar Springs a wonderful place to call Home. 

TREASURERS REPORT

 Paul Davallou explained the financial report for June and July 2018.  He explained that the reports he receives are not current.  Bruce Janicula emphasized that this makes budgeting for landscape projects very difficult.  He also pointed out that many of the vendors completing projects for Cedar Springs are not beings paid in a timely manner.  Paul stated he would discuss this with Furin Inc. and emphasize that this must be handled in a much more timely manner in the future. 

LANDSCAPE REPORT

Bruce Janicula reported that we have saved $300 on water expenditures this year.  He also explained watering was increased from 3 days a week to 4 days a week starting July 17.  Lynda Harper and Doug Winge’s sprinkler head repair was completed.  Bruce requested that if any homeowner sees a sprinkler head remaining in the upright position, please gently push it down with your foot to avoid damage to the head.

Bruce would like to remind all owners to please follow the chain of communications if you have a landscape problem or a request.  

PLEASE DO NOT MAKE THE REQUEST TO THE GENTLEMAN DOING THE LANDSCAPE WORK.  CONTACT BRUCE JANICULA, OR  LINDA  JANICULA. THEY WILL THEN CONTACT SIMPLY YARDS WHO WILL THEN INFORM THE WORKMEN.

Bruce explained that the wetland buffer can be trimmed, but not watered.  The area buffering the west fence on the Lane side of Cedar Springs has been cleaned up and over hanging vegetation trimmed.  The area buffering H Avenue has also been cleaned up.

Bruce explained that after discussing mulching with Simply Yards, he has learned that mulching in March is much more efficient than mulching in the summer or fall.  This provides more protection to the plants and prevents the mulch from being removed when the workmen are raking debris in the plant beds in the fall and winter.

OTHER REPORTS

Paul Stannert reported that the Association was scheduled to start the next painting cycle in 2019, but that our paint seems to be in good condition and perhaps we should wait until 2020 to begin the next paint cycle.  The board will consider this.

Art Shotwell will add to the house rules a paragraph explaining that homeowners are allowed to purchase storm doors or screen doors for their front doors.

Doug Winge has installed a removable air-conditioner in a side window that is partially hidden by plants.  Doug discussed this with his neighbor, who was comfortable with his plan.  The board felt this would not be a problem. 

ANNOUNCEMENTS

The next Board Meeting is October 24th at 4:30 at 1802 39th Court.

ANNUAL SUMMER PICNIC WILL BE AUGUST 18TH AT 3:30PM AT 1802 39TH COURT (KIPPY’S HOME).  PLEASE BRING A SIDE DISH OR DESERT, A CHAIR, AND SOMETHING TO DRINK.  THE ASSOCIATION WILL PROVIDE THE MAIN COURSE, PLATES, GLASSES AND UTENSILS.  COME HAVE FUN IN THE SUN.  PLEASE RSVP TO KIPPY STRANDBERG AS SOON AS POSSIBLE, Phone 360 395 5676. The Board would like to request that the homeowners take responsibility to water plants that are struggling because of lack of water on these hot summer days.  Please do not forget to water the tall bushes separating the drive ways.  They never receive water by the sprinklers.

Minutes of June 6, 2018 Board meeting

Present: Lynda Harper, Paul Davallou, Kippy Strandberg, Bruce and Linda Janicula, Paul Stannert, Bill Westlake, Art and Lexie Shotwell, and Diana Laiche.


Call to Order:  Lynda Harper, who is sitting in for Steve Daly, called the meeting to order at 4:39.



Approval of Previous Minutes: The April 4th minutes were approved with no changes.



President's Report

CAU Insurance is $21,700 for 2018. This includes a small increase in earthquake insurance.

The position for property manager is not filled at this time because the applicant applying for the job has left the employment of Century 21. The Board will continue to search for applicants. 


Treasurer's Report

Bruce Janicula, the landscape coordinator, requested a monthly report of the cost of water usage. The treasurer will provide this.


Co-Secretaries Report: 

Lynda Harper filed a written claim to the Anacortes Post Office concerning the damage done to a fence by a driver.  She has not had a response from them.


The following homeowners have not submitted an Emergency Contact Form: Cedar Springs Lane, 1803 Mays/Thornton, 1809 Kudelko/Mitchell, 1810 Vorel, 1811Clark/Rietzel, 1815 Mickelson, 1901 Mclendon, 1907 Taylor.  Cedar Springs Court, 1806 Casey.  Homeowners can get the Emergency Contact Form from Lynda Harper at 1909 Ceder Springs Lane, phone 360 755 3747.



Landscape Report

Linda Janicula reported that the gravel path behind the homes buffering the wetlands on the Lane side of Cedar Springs is completed and looks wonderful. Thirteen Curly Willows were removed and some branches hanging over roofs were cut down. One Curly Willow was left because of a homeowners request. Bruce Janicula secured a fence that was falling.  A  clematis plant revealed after the tree removal was propped up by Linda and Bruce Janicula. They pointed out that some trimming of plants along the fence line on the Lane side will need to be done in the future.  


Bruce reported that the sprinklers are on a 3-day cycle and may need a fourth day in the heat of the summer. Most of the wet areas seem to be drying up and he appreciates the use of hand mowing by the landscape crew. They are slowly trimming plants and cleaning the beds. Bruce and Linda are please with the progress of the 2 man crew from Simply Yards.



Other Report

Paul Stannert will contact Pacific Crest about a future Reserve Study. $1,750 has been set aside for this Reserve Study.


New Business

Lynda Harper obtained 3 bids for gutter improvements. The Board will continue to investigate this issue. 


Diana Laiche submitted a proposal to place a small fence around her patio. Motion was made and passed to allow her to do so.



The Board discussed the guidelines in our CC&R's when considering purchasing storm/screen doors. If homeowners are interested in doing so, they must submitted a written request and follow the requirements of Cedar Springs CC&R's.



Announcements

Summer Picnic is tentatively scheduled for August 18th. Next Board meeting is scheduled for August 1st.

Board Members Present: Steve Daly, Paul Davallou, Paul Stannert, Linda Janicula (for Bruce Janicula), Lynda Harper, Lexie Lamborn (for Art Shotwell). Absent Board Members: Kippy Strandberg

The initial organizational meeting of the new HOA Board was called to order at 4:30 p.m.

Steve Daly conducted the meeting as past President of the HOA Board. We reviewed the agenda of the Annual Meeting held Saturday, February 24, 2017 as the minutes are not ready yet. We discussed the various reports and asked if there are any suggested changes for next year. Thanks to Lynda Harper for her work on assembling the handouts.

Treasurer’s Report-a sample was distributed from another HOA as a possible template for next year’s report.

Financial Review-Thanks to Doug Winge and Lynda H. for their work on the review. They recommend this be done every other year. It was pointed out that the Association needs to vote every year on whether or not to conduct an audit. Our last audit was done in 2008 at a cost of approximately $4,000. The vote at this year’s annual meeting on 3/7/18 was not to do an audit.

Reserve account-Paul D. pointed out that checks written from our Reserve account need to be signed by a board member. There was discussion about it not being appropriate to budget for the Reserve Account. This discussion will continue

Bill paying-The regular scheduled checks from our Operating Funds are routinely signed by Furin & Company. They contact the Treasurer for approval with any exceptions before issuing checks.

Contact Sheets-many homeowners turned in the updated Contact Sheets at the Annual Meeting. Some are arriving at Furin & Co. Past Secretary, Candy Cooper, has them collected at this point.

Landscaping-Bob Gauthier has given his binders and records to Bruce Janicula. Note that there is a good Job Description for expectations for the Landscape Company. Some concerns have been expressed about the new crew from Simply Yards. Bruce wants to give them a chance to know our grounds. There was discussion about spreading the costs of mulching over several years. Also, there was discussion on the needed fence repairs. Some slats are missing. Most felt that replacing was necessary rather than eliminating the fencing.

New Business
Officers for 2018 were selected: Steve Daly is President, Paul Davallou is Treasurer and Lynda Harper is Secretary with assistance from Kippy Strandberg. At Large Members are: Paul Stannert. Kippy Strandberg and Art Shotwell.

Insurance

Our current HOA Insurance is with CAU. The members would like to have other insurance companies researched.

Attic Issues
There was discussion of the attic problems found at 1908. Steve Daly felt the answer he sent via email to Candy Cooper on 3/4/18 decided the issue: “I spoke with Art, Paul Stannert and Bob G. in regard to any board approval needed, based on the results of Jill’s inspections. Unless the moisture was caused by a leak from the roof, vent, skylight or something the HOA would be responsible for, there is no need to get board approval. The only other reason the President would get involved would be if there was an insurance claim against CAU”.

Further discussion determined that the House Rules may need to add specific language to cover these types of issues. “The HOA is responsible for: ______________. All else, the HOA is not.” This was one suggestion.

Property Management-Kimberli Gregory of Century 21
A brainstorming discussion was held on the possibility of a 6-month trial with Kimberli as Property Manager. She has revised her proposal which includes retaining Furin & Co. handling our finances as usual and her taking over the duties in her proposal. Steve was hoping a reduction in Furin’s charges would balance some of the costs of a Property Manager. Steve suggested Doug Winge, with his background in finance, would be good to evaluate Kimberli’s possible future role in billpaying. Would Century 21’s bookkeeping process be available to her. A possible schedule for her to attend Board meetings was discussed.

Concern about replacing Desha Furin as Administrator on our HOA Accounts was expressed and will be explored further. Will Kimberli be an Independent Contractor and, if so, would the E & O Insurance at Century 21 still cover her?

Call to Order: The meeting was called to order by President Steven Daly at 10:10 a.m. Steve introduced new members and welcomed them to Cedar Springs. Also introduced was Kimberli Gregory, a licensed Real Estate Agent with Century 21 North Homes Realty out of Mount Vernon, WA.

Roll Call: Candy Cooper, Secretary, reviewed the attendance log. Including the Proxy appointees as noted above, there is a quorum. The reading of last year’s Annual Meeting Minutes was waived. Paul Stannert motioned to approve, Art Shotwell 2nd, all in favor and Minutes were approved for 2017.

President’s Report (Steve Daly)

Steve stated Candy Cooper and Bob Gauthier will not return as Board of Director members and thanked them for their time. He also thanked Andrea and Bob Gauthier for hosting every BOD meeting at their home.

Steve reviewed the inspections performed by Pacific Crest Inspections on all the homes in Cedar Springs. Twelve homes have the original water heaters. The Association provided water leak detectors for all homes to be placed near Refrigerators (with ice makers), washing machines and water heaters.

Steve explained the reason for these water detectors is to show CAU our homeowners are doing all they can to avoid any further water claims. CAU renewed our policy another year but has increased the deductible to $10,000 for further water claims.

Another suggestion by Pacific Crest Inspections was to replace the rubber washing machine hoses with flex hoses.

A home on 39th Court had the flex hose on their Refrigerator and it leaked. The same with Art Shotwell and Lexie Lamborn.

Lynda Harper stated the detectors should be tested every 2 months.

Doug Winge reminded homeowners to change their smoke detector and carbon monoxide detectors annually. Doug also reminded the homeowners to shut their water off when they will be gone for an extended period of time.

Steve asked that all homeowners complete the Annual Water Safety Certification and return to Candy Cooper.

Presentation by Kimberli Gregory

Ms. Gregory has been a licensed Realtor since 1992. She has managed property in Anacortes since 1996. She has managed the Forrest Ridge HOA for the past 17 years.

The following is a review of her management duties:
  • Work closely with BOD on Repairs, Landscaping, etc.
  • Maintain Website (Blog) by posting Minutes of Meetings, etc.
  • Prepare documents for Annual HOA Meetings & take minutes at this meeting
  • New Member documents, budget concerns, handle homeowner phone calls
  • Bookkeeping, collection of dues, etc.
  • Kimberli will do all that Furin currently does but will not prepare tax return
  • Contract is year to year
  • Doug Winge asked if she is bonded and Kimberli doesn’t know. Art Shotwell stated his concerns if she is not bonded since she will be handling association monies. Paul Davallou asked how much it would cost to get bonded and she didn’t know. Vince Sellen asked when we plan on making a decision and Bruce Janicula wanted to discuss now vs. waiting.
There was quite a bit of discussion regarding whether the association could afford a management company, when would we make a decision, how much would the dues go up, could we do a 6 month review period, could we cancel our contract with Furin, etc.

Landscaping Report (Bob Gauthier)

We have renewed our contract with Simply Yards. There is a 1% increase for a total of $30,915.92 ($2734 month). The irrigation system is being managed by Herberth Silva with Real Landscaping. Sprinkler repairs in 2017 were major. We had 3 breaks in sprinkler lines which Bob feels is the reason our water bill was extremely high. Herberth also had to replace many sprinkler heads.

Cele Westlake and Kippy Strandberg said there are several water spots near their homes. Kippy Strandberg stated the wet areas are dangerous and is supportive of the Rock Gardens to reduce the dangers.

Good news is Simply Yards has scheduled Cedar Springs yard care for Wednesdays.

Bad news is Jorge and Noe have left Simply Yards. Bob met the new guy and he is just hoping he will do a good job.

Bob has been in contact with John at the City regarding the Wetlands.

Bruce and Linda Janicula will be taking over Bob’s position for being in charge of Landscape at Cedar Springs. Kippy Strandberg has offered to be their back up.

Bob is wondering if Herberth Silva can take over the landscaping contract for 2019 so may be something Bruce and Linda can discuss with him prior to renewing Simply Yards contract.

Treasurer’s Report (Paul Davallou)
  • Paul reviewed the Statement of Assessments and Operating Expenses provided as a handout at meeting.
  • Landscape maintenance continues to be the major expense at $45,200 (2017); Insurance has risen to $20,800 (2017); Reserve Increased by $9200 (2017)
Financial Review (Doug Winge)

Doug suggested the Financial Review be completed every 2 years unless we go with a Management Company, then it should be done every year. The cost is expensive so best if we can do every other year.

New Business

Jean Taylor asked homeowners to watch for breaks in water lines.

Steve Daly stated a fully funded reserve balance is $135,000 of which the board feels we must maintain a minimum of 70% and the balance is $99,000. Pacific Crest projected $105,000. $77,000 is projected expenses through 2021 based on the current Pacific Crest Reserve Study. These expenses include:
  • Fence Repair and Replacement
  • Mailboxes
  • Exterior Painting is approx. $30,000 (this can be done in a couple phases)
He proposed a dues increase of $15. Art Shotwell made a motion to increase dues to $275 per month, Doug Winge seconded. The motion passed by unanimous vote.

Steve Daly asked for a show of hands in favor of hiring a Management Company. The majority was in favor. Further discussion/structure of this will be reviewed by the new Board of Directors for 2018.

Election of Board of Directors

Volunteers for the 2017 Board of Directors were: Steve Daly, Art Shotwell, Paul Davallou, Kippy Strandberg, Lynda Harper, Lexie Lamborn and Paul Stannert.

Vince Sellen moved that all those who volunteered be elected to the 2018 Board. Candy Cooper seconded. The motion was passed by unanimous voice vote.

The meeting was called to order by President Steve Daly at 4:30 p.m.  

Secretary: Minutes from the September 27th meeting were approved.

Landscape Report: Bob will submit Budget for Landscape after meeting with Bruce and Linda Janicula and Kippy. Sprinklers have been shut off and surveyed for leaks. Bob met with John Lungsford from the City to discuss dying Cedars and approved removal of the dead Cedar behind 1804 and to remove leaders and 5-6’ from top of Willow tree behind 1907. Also, composter and bird feeder must be removed at 1907. Native cedars and plants could replace. Eli could possibly do necessary work and talk to John Lungsford. Discussion about making a survey of trees that could possibly do damage during wind storms was had.

Treasurer: Paul Davallou stated there is $104,000 in Reserve, $994 in Operating Account in October, $1500 in November to Reserve. We are slow building up Reserves.
Communication with Furin has been positive.

President: Steve talked about the continuing problem with Gutters and that Morgan Const. repaired Westlake problem. Chas evaluated gutter problem and made recommendations. Steve proposed we pay Chas and agreed rate amount for regular maintenance. The BOD unanimously agreed. Chas to complete work in December.

OLD BUSINESS: 
1) Piers fixed steps and planted tree at 1815.
2) The Emergency Contact Letter and New Owner Info Form will be reviewed at next meeting.
3) Audit Capital Improvement expenses so next 2018 Budget is more accurate. (Motion made and passed)
4) 1811 39th – Glass door window replacement estimate is $1000 + tax. Owners are going to get a second bid for glass insulation. If Frontier doesn’t install glass, get whole estimate, then have door replaced. 
5) Annual Meeting has been scheduled for February 17, 2018.
