Minutes of Board meeting of May 21, 2008

CEDAR SPRINGS HOMEOWNERS ASSOCIATION
May 21, 2008
1802 Cedar Springs Lane

The meeting was called to order at 7 p.m. in the home of President Vince Sellen. Board members present were Vince Sellen, Alex Taylor, Art Shotwell, Paul Davallou, Jan Berry, Rebecca Flint, and Jean Thomas.

Minutes of the previous meeting were approved.

Vince Sellen noted that Paul Davillou will be working on our CC&Rs, with attention to those of other homeowner groups. Vince also reported the good news that our accountants at Furen and Company have announced that all homeowner accounts are current.

Treasurer Art Shotwell presented the current budget status. He discussed his reports on a previous year comparison of the balance sheet and announced that copies of the new Reserve Account requirements will be prepared by July 1, 2008. Copies of the budget reports are available.

The Board discussed landscaping issues at length. Vice-president Alex Taylor has an appointment on May 27th with Mark Lawrence of Simply Yards to present and sign a new contract, as prepared by Paul Davallou. Changes may be requested by Mr. Lawrence which would delay signing the proposed contract.

Landscape coordinator Jan Berry reported on the horsetail problem. Vince reminded us that the horsetail is the oldest plant on earth, an invasive plant, and suggested squeezing them out with salal and Oregon grape.

Discussion followed on dead plants, correct fertilizing, ground covers, and timing of the mowing and edging, as well as individual homeowner responsibility for weeding.

Jan Berry proposed that the Association award an annual bonus of $100.00 to each of the two men who regularly tend to our lawns. This is a custom in use by most other associations like ours. Jan made a motion to that effect, which carried unanimously.

Discussion followed on the idea of creating raised beds for vegetable gardens, an idea likened to the Victory Gardens of WWII. Vince and Alex

brought up the question of who would provide maintenance, and location of the beds. Vince suggested the planting areas surrounding each unit. Another option is to visit our fine local Farmer’s Market on Saturdays.

Damage to patios came up for discussion. Two patios in our complex show signs of cracking and settling. Replacement by decks or renewed concrete was considered. Jan also discussed damaged gutters. The Board will consider a resolution of these concerns.

In regard to planning of summer events of our Cedar Springs HOA. Alex Taylor volunteered his wife, Jean, to spearhead the summer events.

Discussion was held on the various aspects of rentals in our HOA community. Protecting our investment in our homes is the goal, and the Board will explore all the ramifications, with input from other HOAs.

The meeting adjourned at 8:45 p.m.
