HOMEOWNERS ASSOCIATION MINUTES
TUESDAY, DECEMBER 15, 2020
ZOOM MEETING

PRESENT: Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Art Shotwell, Joan Mickelson, and Simone Caracciolo.

MINUTES APPROVAL: Cele Westlake made a motion to approve the November 18, 2020 minutes. Joan Mickelson seconded the motion. Motion Passed.

PRESIDENT’S REPORT: Paul Stannert reported he would ask Aqua Flow if they would be interested in the extra gutter repair materials as a trade for payment of gutter repair cost.

All gutters have been cleaned at this time.

TREASURER’S REPORT: Cele Westlake reported that the November 2020 expenditures are on track with our 2020 budget. Cele explained a budget handout that showed clearly the 2020 budget, the actual 2020 expenditures, and the proposed 2021 budget. Cele reported that the 2021 budget will increase as a result of the Furin Inc. fee increase, and the Landscaping Budget $200 increase. Cele also reported that three large expenses for 2021 would occur because of Phase II painting, 39th Court fence replacement, and the required Level II reserve study. There were no questions by any Board members. The Board would like to thank Cele for providing such a clear explanation of Cedar Springs financial standings.

SECRETARY’S REPORT: None.

LANDSCAPE REPORT: Bruce Janicula reported that Tuesday the15th was our last visit from Simply Yards for 2020. Several trees had recently been removed behind 1817 Lane. He reported that some tree trimming could be done in the future on the trees running along the fence line next to the Mormon Church. He said he would evaluate the wet areas behind homes 1815 and 1817 Lane. Bruce reminded us that Cedar Springs has many wet areas and that it would be expensive to try and alleviate the problems.

Bruce Janicula presented a handout clearly explaining the proposed 2021 landscape budget. The handout explained the 2020 budget and the proposed 2021 budget with only a $200 increase. Thank you Bruce for the clear budget chart and for efficiently completing 2020 landscape projects while staying in allotted budget.

UNFINISHED BUSINESS: Kippy Strandberg reported on the secure mailboxes that could be a possible replacement for our current mailboxes which have been vandalized. The price for a secure mailboxe is $100 each and there would be a cost for installation, mailbox stand adjustment, and repairs. This project will be addressed in the future if needed.

After evaluating two quotes for replacing the 39th Court fence, Bruce Janicula suggested we accept the lower cost quote for $8761.22. Cele Westlake made a motion to accept the $8761.22 quote from Real Landscape. The motion was seconded and passed. The Board would like to thank Linda Janicula for the clear and easily understood fence replacement proposal and illustration.

NEW BUSINESS: The Board chose a date and time (February 13, 2021 at 10:00 AM) for the required Cedar Springs Annual Meeting. Because of the Covid 19 pandemic, the Board decided the best meeting option would be a zoom meeting. A packet with pertinent information will be distributed on or before January 30,2021 to all homeowners. The Board does have concerns about a Zoom meeting with a large group. If any homeowners can help with this or if you are not sure how to participate in a Zoom meeting please contact Paul Stannert.

Simone Caraccoolo informed the Board about her concern over the reckless speeding by cars and the unsupervised parties occurring at the Mormon Church parking area. She felt that these problems could result in injures to the car drivers and property. The police have been contacted, but have not been successful curtailing these problems. A letter will be sent to the Mormon Church explaining our concerns.

The question was asked if any current Board members would be interested in continue to serve on the 2021 Board. All Board members responded that they would continue serving. If there are any other homeowners that would like to serve on the Board, please put your name forward.

ANNOUNCEMENTS: The next Zoom Board Meeting will be January 13, 2021 at 3:00 PM. The meeting was adjourned at 5:30 PM.

Board Minutes for meeting of November 18, 2020

BOARD MINUTES

WEDNESDAY, NOVEMBER 18, 2020

ZOOM MEETING

PRESENT: Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Art Shotwell, and Joan Mickelson.

ABSENT: Simone Caracciolo

MINUTES APPROVAL: Cele made a motion to approve the minutes. Motion was seconded and minutes were approved.

PRESIDENT’S REPORT: Sample shingles were removed from several homes and examined by PABCO Roofing Products to determine the manufacturer’s stated life of our shingles. Homes 1802 Ct, 1804 Ct, 1806 Ct, 1811 Ct, 1813 Ct, 1901 Ln, 1903 Ln, 1907 Ln, 1909 LN, 1908 Ln, 1910 Ln, 1902 Ln, 1813 Ln, 1815 Ln had shingles with a 40 year life span. Homes 1801 Ln, 1803 Ln, 1805 Ln, 1807 Ln, 1809 Ln, 1811 Ln, 1817 Ln, 1819 Ln, 1802 Ln, 1804 LN, 1806 Ln, 1808 LN, 1810 Ln, 1812 Ln had shingles with a 30 year life span. The sample shingles that were removed were replaced with a new shingle. The Board is being proactive concerning roof replacement since this will be a large expenditure for Cedar Springs homeowners.

Paul stated that our gutters will be cleaned as soon as most of the leaves have fallen from the trees surrounding our homes. The tree that fell of 1817 Ln was removed and the damaged gutter was repaired for a cost of $2200. Paul stated that some other trees may have to be removed to avoid this problem in the future.

TREASURER’S REPORT: Cele stated that the current revenue will cover any remaining 2020 expenditures, but some adjustments will be needed when making the 2021 budget.

SECRETARY’S REPORT: None

LANDSCAPE REPORT: Bruce explained the following projects.

• 1 sprinkler control box was replaced.

• The water bill is continuing to decrease because of the updates to our sprinkler system.

• Very few sprinklers need to be replace in the future.

• The next mulching round is tentatively planned for 2022. Bruce will devise some possible

mulching rotations for the Board to consider.

• The contract has been signed with Simply Yards for 2021. The cost will be the same as 2020.

UNFINISHED BUSINESS: None

NEW BUSINESS: The Board discussed replacing the fence on the 1811 Ct. and 1813 Ct. property. Pictures of the fence showed considerable damage. Two bids have been provided. The Board will examine the fence and assess the damage. A decision will be made at the next Board meeting.

The Board decided that future meetings will use the Zoom format. The date for the Annual Homeowner’s meeting will be decided at the next Board meeting.

ANNOUNCEMENTS: The next Zoom Board meeting will be December 15, 2020. The meeting was adjourned at 4:00 PM.

Minutes from June 23, 2020 Board Meeting

CEDAR SPRINGS HOMEOWNERS ASSOCIATION 
BOARD MINUTES 
TUESDAY, JUNE 23, 2020
1811 39TH COURT

PRESENT: Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Art Shotwell, Joan Mickelson, and Simone Caracciolo.

Minutes for the May 23, 2020 meeting were approved.

PRESIDENT’S REPORT: Paul Stannert reported that the Asphalt Quality Sealers will be starting the project in the next couple of weeks. They will be cleaning the asphalt, filling cracks with rubberized material, and spraying one heavy coat of asphalt sealer at a rate of 35 sq. ft. per gallon. The total cost is $2274.80 plus tax. This is not a city owned street and therefore our responsibility to maintain it.
Pacific Crest will be making a required evaluation of our Reserve Account.

Rob the Roofer will be evaluating our roofs to see what condition they are in and when they should be replaced.

SECRETARY’S REPORT: Kippy Strandberg had nothing to report.

TREASURER’S REPORT: Cele Westlake reported the Reserve Account is $110,000. The Gutter work and Painting cost will have to be paid in the near future.

LANDSCAPE REPORT: Bruce Janicula had no new information to report.

NEW BUSINESS: Kippy Strandberg requested that homeowners be allowed to replace the 20 year old outdoor light fixtures. After analyzing the cost for purchasing the fixtures and installation cost, the Board pointed out that this expense was not covered in the Annual Budget. However, a motion was made by Cele Westlake and seconded by Art Shotwell to let each homeowner cover the purchase and installation cost for the fixture selected if they so desired. The motion passed with 7 yes and 0 no votes.

If you would like to see the Outdoor Light Fixture and the change in garage door color walk by 1802 39th Court. The fixture was purchased at Costco for $40.13. The painters will install it for free at the time of painting. Most homes have 2 fixtures.

Minutes from May 2020 Board Discussion

HOMEOWNER ASSOCIATION MINUTES
 WEDNESDAY, MAY 23, 2020
1802 39TH COURT


A discussion was conducted over the phone and through emails because of the corona virus shelter in place requirements.

PRESENT:  Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Simone Caracciolo, Joan Mickelson and Art Shotwell.

PRESIDENT’S REPORT:  Paint preparation on the Phase 1 homes will start May 25th.  Phase 1 homes are 1902, 1802, 1804, 1806, 1811,and 1813.  Kippy Strandberg made a motion to paint the garage doors beige like the siding color. Paul Stannert seconded the motion.  A discussion followed. The board voted six in favor of the motion and 1 opposed. The motion passed.  Kippy Strandberg made a motion to allow homeowners to choose one of four colors to paint their front door.  The colors are the three current colors, red, blue, and green. Terra-cotta is the fourth color. Paul Stannert seconded the motion.  A discussion followed.  The motion passed with 6 in favor and 1 opposed.  

SECRETARY’S REPORT:  None

TREASURER’S REPORT:  None

LANDSCAPE REPORT: Bruce Janicula outlined the landscaping activities accomplished this spring.
  1. Spring Liquid lawn Treatment Moss/Cranefly/Organic Fertilizer was applied in early March.  This gave our grass that deep green look as well as helping control unwanted weeds in the lawn.
  2. Mulching was completed for the 39th Court houses in mid March.
  3. Approximately 65 shrubs/trees/bushes were either hard pruned/trimmed/or removed. This was needed to control growth/eliminate overcrowding/and removal of diseased trees.
  4. Irrigation system was opened and tested for usage.  At present we have not set a date to actually start running the sprinklers.  We will notify all homeowners under a separate e-mail in the very near future with this info.  Once the system is turned on I’d like to ask your help in one area.  If you are out and about and see a sprinkler head which has not recessed, please tap it with our foot and it will disappear.  This will help prevent any damage and save us money.
  5. As you are all aware we had a very hard time getting our lawns mowed at the start of the season. With our service provider not working (due to the virus) and the city not willing to budge on lawn service work, the grass grew at a nice healthy pace.  We are now back to our weekly service routine.  We have had a change of personnel caring for our property and with some guidance they should do  very well.  Again, let me know if there are any issues that I can assist you with.  For those that may be wondering, we were not charged for those down weeks of none service.
  6. 6.  We are continuing to phase in the new more efficient sprinkler heads.  Again, this will help us control our water flow and save on our water bill.

Minutes of March 21, 2020 Board Meeting

SATURDAY, MARCH 21, 2020

PRESENT: Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Simone Caracciolo, Joan Mickelson, and Art Shotwell.


PRESIDENT’S REPORT: Today’s special meeting has two purposes. First, to discuss possible changes in our Farmer’s Insurance Building Coverage and second, to discuss maintenance of the 39th Court road. We currently have building reconstruction cost based on $150 per square foot. Some board members felt this might not be enough reconstruction coverage and asked Farmers to give us a quote for a $200 per square foot replacement coverage. Kippy Strandberg made a motion to change the policy to a $200 per square foot reconstruction coverage. This puts the total reconstrucion coverage at $8,664,000. Simone Caracciolo seconded the motion. After a discussion, a vote was taken and the motion passed. 

Kippy Strandberg made a motion to resurface the 39th Court Road. Art Shotwell seconded the motion. A discussion followed and a vote was taken. The motion passed. 

OTHER REPORTS: The Secretary, Treasurer, and the Landscape representative had nothing to report. 

ANNOUNCEMENT: The next Board meeting will be April 22nd at 3:30 PM. The meeting is at 1802 39th Court. 

The meeting was adjourned at 3:30 PM.

CALL TO ORDER: The meeting was called to order by President Paul Stannert at 10:00 AM. 

ROLL CALL: Secretary, Kippy Strandberg, announced we have a quorum of 23. 

APPROVAL OF MINUTES: The reading of the January 22, 2019, Annual Meeting Minutes was waived. Vince Sellen moved to approve the Minutes and Joan Mickelson seconded. All were in favor and the 2019 Minutes were approved. 

REPORT BY PRESIDENT PAUL STANNERT

The President discussed completed 2019 projects. 
  • 2 Skylights were repaired. 
  • 2 Roof exhausts were repaired. 
  • 8 Windows were replaced.
  • Phase I Gutter repairs were completed on 12 homes. 
  • The Cedar Springs entrance sign and trellis were refurbished. 
REPORT BY THE TREASURER CELE WESTLAKE 

The treasurer reported that the 2019 Budget started out with $125,000 and ended with $116,000. Our Budget is comprised of three accounts, Operations, Insurance, and the Reserve Account. The majority of our expenses are for Landscaping. Cele noted how attractive Cedar Springs yards look and that this contributes greatly to our ability to easily sell our homes. It was pointed out that our expenditures exceeded the income from homeowner dues by $9,000. 

REPORT BY THE LANDSCAPE MANAGERS BRUCE AND LINDA JANICULA

Managers explained completed 2019 projects. 
  • Water expenditures were reduced by $600 by reducing length of watering 
  • Damaged or inadequate sprinkler heads were replaced, also helping to reduce watering costs. 
  • Iron and fertilizer were applied to the lawns. 
  • Trees around homes were trimmed. 
  • Some plants crowding others were removed. 
  • Dead plants were removed and replaced. 
In 2020 mulching will be applied on the Court homes. We will be retaining the services of Simply Yards and they will be starting service on February 19th 2020 with a new crew. Any concerns or requests need to be directed to the Landscape Managers and not the Simply Yard crew. The Managers thanked the homeowners for following this procedure last year. The Managers stated they will continue to maintain the properties, always listen to homeowner’s concerns, and appreciate homeowner’s input. Doug Winge stated that perhaps thatching the grass would be beneficial. Kippy Strandberg suggested aeration might work better since our lawns are soggy. Lexie Shotwell stated that the burm in her yard did not get mulch last summer. 

In 2020 Herberth will do some heavy pruning and Simply Yards will do light pruning. 

2020 NEW BUSINESS 

REPORTED BY PRESIDENT PAUL STANNERT
  • The Board would like the homeowners to consider establishing a rental policy that would limit
    the number of renters allowed. We currently have 7 out of 28 homes that are rentals. The policy would grandfather in the current rentals and should have an exception for hardships. Vince Sellen made a motion to establish a committee to study the idea of capping the number of rentals allowed in Cedar Springs. Kippy Strandberg seconded the motion and a discussion followed. It was pointed out that it is hard to get Board members if there are too many rentals and obtaining loans for buyers is more difficult. Also rentals have less interest in maintaining the property. Some of the current rental homeowners were opposed to a rental policy. A vote was called and the Motion failed. 
  • Phase I painting will start in 2020. Six contractors were asked for quotes and three responded. Skillman Painting was accepted at a cost of $27,000. The paint will have a ten year lifespan. The homes will be prepped and caulked before the two coats of paint are applied. Phase I homes included the five Court homes and home 1902 on the Lane. 
  • Please report any homes needing gutter repairs to Paul Stannert. 
  • Because we have had a few homes with roof leaks in 2019, we need to start investigations when
    our roofs should be replaced. It was thought we had forty year lifespan shingles, but after talking to several roof repairmen, we were informed that we have thirty year lifespan shingles. Roof replacement will be a large expense and we therefore need to start increasing our reserve fund at a faster rate to prepare for future roof replacement. 
  • CAU is the company we currently contract to insure our property. CAU charges us $24,000 with a $10,000 deductible. Farmers insurance offers the same coverage at a cost of $18,000 with a $2,500 deductible. The Board is investigating Farmers policy further with the likelihood of accepting the Farmers Insurance Policy. 
  • Based on the future projects we must complete and the increase in costs, the Board is recommending an increase in Cedar Springs Homeowner’s monthly dues from $275 to $340. Candise Cooper made a motion to do so, Lexie Shotwell seconded the motion. Motion passed. 
  • Paul Stannert asked for volunteers to be on the 2020 Cedar Springs Board. Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Simone Caracciolo, Art Shotwell, and Joan Mickelson volunteered. Vince Sellen made a motion to accept the volunteers, Kippy Strandberg seconded the motion. A vote was called and the motion Passed. 
The meeting was adjourned at 12:15 PM.

Minutes of January 8, 2020 Board Meeting

HOMEOWNERS ASSOCIATION BOARD MINUTES
WEDNESDAY, JANUARY 8, 2020
1803 39TH COURT

PRESENT:  Paul Stannert, Kippy Strandberg, Cele Westlake, Bruce Janicula, Carol Perry, Vince Sellen, and Bill Westlake.

APPROVAL OF THE MINUTES:  Vince Sellen made a motion to approve the minutes. Seconded and approved.

PRESIDENT’S REPORT:  Paul Stannert reported he had reviewed several bids for painting the Phase One condos this summer.  The Board voted to accept the Skillman Company bid.

The water leak repair at Condo 1909 was completed.

SECRETARY’S REPORT:  Kippy Strandberg request any owner needing changes to the Contact List to notify her no later than January 30th.

A reminder to all homeowners that the Annual Homeowners meeting is February 15.  The meeting time is 10AM and the location is the Baptist Church at 2717 J Avenue.   All homeowners will be receiving more details in a letter to be sent prior to the meeting.  Hope to see all homeowners attend this meeting.

TREASURER’S REPORT:  The 2020 budget was discussed and Cele Westlake will present the budget at the 2020 Annual Homeowners Meeting February 15.

LANDSCAPE REPORT:  Bruce Janicula said he had no new information to report.

UNFINISHED BUSINESS:  Bill Westlake reported that Aqua Flow completed gutter repairs to the Phase One condos.  Bill will take care of any problems where water from down spouts may be pooling around foundations.  The Board thanks Bill for handling the gutter repairs.

ANNOUNCEMENTS:  The next Board meeting will be March 4th at 3:30 PM at 1802 39th Court.
