CEDAR SPRINGS HOMEOWNERS BOARD MEETING
Board of Directors Meeting of Nov. 18, 2008

President Vince Sellen called the meeting to order at 7 p.m. in the home of Rebecca Flint. Directors present were Vince Sellen, Alex Taylor, Paul Davallou, Jan Berry, Jean Thomas, and Lexie Lamborn representing treasurer Art Shotwell.

President’s Report

Vince led discussion on maintenance of gutters, leaf removal, and moss problems on roofs, walkways, and driveways. Vince stated that power washing the roofs will lessen their life. Bids for gutter maintenance will be called for the first of the year.

Regarding our insurance policy, the emergency repair to the major pipe breakage at #1815 was discussed, relative to the deductible paid by our HOA. Since water pipes are not considered an integral part of each unit, a proposal was offered that we change our CC&Rs to read that each unit shall be responsible for the deductible in the event of such repairs, a suggestion to be considered at the Annual Meeting in February.

Paul suggested that we prepare a list of technicians to come to our rescue in emergencies. Vince reminds all of us to report any emergency immediately so that our insurance company will be duly notified.

Paul reported favorably on our insurance plan and will present his report in depth at our next meeting in December.

Vince reported on information from WCAI (Washington Community Association Institute) - a non-profit organization providing workshops on group management. Cedar Springs, for the record, is designated a homeowners association rather than a condo group. Vince discussed the benefits of membership in WCAI. Many information sources are available to members with the goal of keeping us up to date. This report will continue in the
Annual Meeting.

The directors discussed the matter of building up our Reserve Account for our major needs. Estimating a budget for that purpose is an educated guess at best, but is good management in regard to big needs. The Board is considering the advisability of contracting for a general building evaluation and inspection report. Is it affordable for us? One proposal is currently under study.

Further topics discussed: Should our HOA dues be increased? One report indicates that, in general, other homeowner groups in our area pay $250 to $265 per unit.
Alex Taylor reported that the sprinkler system has been flushed out for the winter. Vince is dealing with the City to negotiate an answer to a perplexing decision that we have been designated “Commercial Use” on our water fees.

Treasurer’s Report

Balance sheets and profit and loss statements were submitted. The audit of our account with Furin and Company was entirely satisfactory.

Landscape Report

Jan Berry led discussion on beautifying the entrance to the Lane in the area of the controls.

Rebecca Flint reported on the condition of deteriorating patios and decks due to settling, as well as tree removal decisions. Jan Berry moved that we provide a $100 bonus to each of our two yard men, as this is the end of their season. The motion passed unanimously.

Good of the Order

Winter is here and it is time to disconnect our outdoor hoses, as well as inspect and
maintain safety in laundry hoses and dryer vents. It is not wise to leave the dryer running when you are away from home, and turn off your main water valve when on an extended absence. Paul reports that 65% of insurance claims in home and condo associations are due to water damage. He will distribute safety information at the
Annual Meeting in February.
