The Board of Directors, by a unanimous telephone vote, approved the request of Roberta Girdler, 1811 39th Court, for a patio enclosure of the same type as that installed at 1806 39th Court. Approved 2/27/08.
The Board has received a proposed new contract from Simply Yards, showing no increase in fees. The contract runs from 1/1/08 to 3/31/09. The annual charge is $28, 664.04 or $2,388.67 monthly, including tax.
The Board is also reviewing specifications from our former landscaping service, Garner’s Northwest Inc.

Board Minutes - Feb. 19, 2008
CEDAR SPRINGS HOMEOWNERS ASSOCIATION
Board of Directors Meeting of February 19, 2008
President Vince Sellen called the meeting to order at 7 p.m. in his home at 1802 Cedar Springs Lane. Present were Board members Vince Sellen, Alex Taylor, Art Shotwell, Paul Davallou, Jan Berry and Jean Thomas. Guests attending were Susan Miller and Paula Dinnel.
Motion was made and approved to accept the following officers for the current year: Vince Sellen, President; Alex Taylor, Vice-President; Art Shotwell, Treasurer; Jean Thomas, Secretary; and Jan Berry, Landscape Coordinator.
PRESIDENT’S REPORT
Vince Sellen proposed that our attorney Alan Souder be asked to assist with implementing revision of the CC&Rs and filing with the county.
Discussion was initiated on the subject of the substantial unpaid dues, and proposed changes to the By-Laws to deal with that financial problem. It was suggested that we develop a new policy on payments in arrears. Payments are due the first of each month. Motion was made regarding By-Laws, Paragraph 13.3 as follows, and adopted by the Board on this date.
Late Payment of Dues. Notice of late payment shall be sent out ten days after due date. Dues which are more than 20 days late shall be fined $25 each and every month the payment is in arrears.
Discussion was held on the proposal to provide new home-owners a packet of documents including a welcome, the By-Laws, and House Rules.
Suggestion was also made that renters receive minutes of the meetings in order to be better informed about their neighborhood.
VICE-PRESIDENT’S REPORT
Alex Taylor will research the question of mandatory renter’s insurance in relation to the CC&Rs. Alex also discussed the need to make homeowners aware of the advisability of shutting off the water in their unit during an extended time away from home. Emergencies do occur and have happened in our community. Alex reported that the repaired sprinkler system is now in good working order. He will be exploring the gutter situation and roof moss, as well as better collection of the glut of fallen leaves every fall.
TREASURER’S REPORT
Art Shotwell reported with enthusiasm that a large dues payment had been received from the most delinquent homeowner. Prompt dues payments are essential in the efficient management of our Association, and are a responsibility in all fairness to the rest of the homeowners.
LANDSCAPE REPORT
Jan Berry reported that as the remaining term of our contract with Simply Yards goes into a new season, the new maintenance manager will be Bill Johnson. Discussion was held on the work that was started and stopped concerning the grass and gravel area on the loop fronting units 1802 and westward. Drainage is needed there, as well as control of traffic to prevent further damage to the driveway and lawns. Steps will be taken to correct previous unsatisfactory work in that area. Discussion of the current contract was held. Jan and Alex will work on that in cooperation with Bill Johnson.
GOOD OF THE ORDER
Vince Sellen reported on the Association Survey collected by Rebecca Flint. Response was more positive than negative. Regarding rentals, officers will explore how other nearby homeowner associations have handled rental decisions. On the question of creating a community "pea patch" for enthusiastic gardeners, not much interest was received.
Jan Berry reminds us that if you have any questions or suggestions, please submit them in writing to any member of the Board. A request regarding landscape maintenance may also be delivered to a dropbox on Jan Berry’s door.
Vince Sellen and Alex Taylor will maintain all official copies of contracts and work orders on file for the Association. The meeting was adjourned at 8:30 p.m.
