2008 ANNUAL MEETING
FEBRUARY 9, 2008
The Annual Meeting of the Cedar Springs Homeowners Association was held at the Anacortes Public Library on Saturday, February 9, 2008.
After an informal discussion of a Survey distributed by President, Vince Sellen, the meeting was called to order at 5:30 PM.

Welcome and Introductions:
Those attending were welcomed and Board Members Rebecca Flint, Art Shotwell, Kippy Strandberg & Alex Taylor were introduced. Lexie Lamborn was Recording Secretary for this Annual Meeting.
President’s Report:
- Vince discussed the unpaid dues situation and said the CC&R revision dealing with unpaid dues will be later on the agenda.
- He reported on a number of emergencies in 2007: a broken pipe on 39th Court - $475; a broken electrical conduit on the Lane - over $1,000; a fence blown down - $100; trees down - $810; broken window - $145; all of which were paid by the association.
- Vince stated that the Association is paying for broken windows so that repairs are made in a timely manner and the uniformity of the homes is maintained.
- Gutters on the creek side of the development were cleaned for $1,400.
- Good news is the siding, Hardy Board, lasts longer than expected (should be 10-12 years) so that the repainting schedule can be rescheduled and we should be able to build up the reserves, which were depleted for the landscaping project. Some of the older units may need re-caulking.
- He explained that the CC&Rs are the bedrock or constitution of the Association and that the By Laws and House Rules implement the basic constitution or CC&Rs.
- Alex reported that the sprinkler system has been mapped and the system is working fairly well. The leaks have been fixed but there are still problems with mushy areas of lawn.
- He will be trying perforated gutter guards on his unit to see if they are effective in keeping out the leaves that are problems on the units near the trees and creek. Paul reported that he used the guards on a previous house, which kept the leaves out but created a huge moss problem. Alex will observe his results and make recommendations to the Board.
- Art reported that in 2007 Cedar Springs HOA took in $62,402 and spent $74,994 for a deficit of $12,104. The big expense in 2007 was the landscaping project, which has been completed.

- Unpaid dues, including nine still unpaid for February, are $2,402.
- Discussion of the due date for dues. They are due on the 1st of each month.
- Don Lapworth requested that Furin & Co. do reminders and several members reported problems when they set up their automatic payments with banks.
- Kippy reported that the big landscaping project is finished. There are still problems with mushy areas but she reminded us that we are surrounded by wetlands.
- The sprinklers have been redone and should be much better – we’ll deal with any remaining problems or new ones as they arise.
- The gravel trail behind the creek-side homes is working very well-it’s nice to see people walking there where they couldn’t before on the soggy lawns.
- Simply Yards has been sold but John Childs will be managing still for the next two years.
- Barbara McLendon complimented Kippy on all the work she has done as Landscape Coordinator which was followed by applause from the members.
Art distributed a revised “Per Unit” Budget for 2008 (Attachment G). The revision added more in the Insurance account that the budget distributed with the Annual Meeting Announcement. The proposed budget was approved.
Adoption of CC&Rs Revision:
Vince proposed changing the CC&Rs section, 12.2 Payment by Owners.
Two amendments to the draft distributed with the Annual Meeting Announcement were proposed and accepted. The revision that was approved by 21 voting members is as follows:
12.2 Payment by Owners Each Owner shall be obligated to pay is share of Common Expenses and special charges made pursuant to this Article to the treasurer for the Association in equal monthly installments on or before the first day of each month during such year, or in such other reasonable manners the Board shall designate. Any unpaid assessment or charge shall bear a late fee established in the Bylaws, but not to exceed $50, to be assessed each and every month until paid beginning 20 days after the original due date.
Vince reviewed the revised By Laws and House Rules. The Board will finalize these and copies will be distributed later in the year.

Good of the Order:
- Don Lapworth requested the Board review the subject of rental units.
- Malcolm McLendon requested the roofs be examined for moss
- Vince reported that the recreation/dog park across “H” Avenue has been on hold because of possible tree planting. He’s hoping it will go forward soon.
